One ot the marked differences between British and United States laws is in deal- ing with the crime of treason. The main dlstinQion is that in the British domin- ions any act endangering the life or libertyof the Sovereign is high treason, while in the United Statesany conspiracy, assault or attempt upon the life of the President is treated as a like offence against any other citizen. By modern English law, treason, in- cludes such odences as imagining the King’s or Queeu’s death,-that is propos- ing to kill, maim,or restrain him-or levy- ing war against him, adhering to his enemies, killing his wife, or eldest son, or heir, violating his wife, or daughter or hei.r’s wife, or killing the Chancellor, Treasurer, or a Judge in office. Treason in the United States consists only in levying war against them, or in adheringtotheir enemies, or in giving their enemies aid and comfort. Thus it will be seen that in the Republic the na- tion iseverything and the killing of the President is not an act of treason. The man who attempts the life of the Presi° dent is guilty of no greater crime under the law than if he attempted to take the life of an ordinary citizen. We see how a nation sorrows when its loved ruler is stricken down, and how universal is the shock and the sense of national peril. A regiment in arms against the nation would afford no such menace to the national security as has the single assassin Who attempted to kill' the President. To some extent the existing conditions put a premium upon the assassination of the heads of republics as compared with the heads of monarchies. -Is it now dis- tinctly safer to shoot at a. President than to shoot at a King.
