For many years past the oiilcials reports of the debates of both the Senate and Commons of Canada have been printed and distributed. The direct- cost to the Senate was about $14.11!), and to the Commons about $45,000 a total of $59,000. In salaries along the cost was over $36,0lll. The consequential cost was much greater as has been found in all public bodieo where the otlicials debates are published. Members who speak are induced to speak more frequently and at greater length becausetheir .speeches in this way are carried to the country .and they think their importance increased thereby Thus the debates and the sessions of Par- liament are prolonged at a. cost far beyond the cost of reporting and printing the debates. The entire cost of Hansard is not less than $100,000 to $125,000 yearly. We may alinit that there is ii public advantage in having an authorized record of what our leading public men say in Parliament. So there would be an ad- vantage in having a. fairly good report of what is said by the political leaders in their campaign speeches throughout .the country. But almost every important speech delivered either in Parliament or cn the platform is snlllciently reported in the leading newspapers of the country. Some thirty or forty capable _journalists attend every session of Parliament; and give to tlieirrcaders a fairly full synopti- c.il report of all the speeches that are worth reafliiig.
