I suppose that. is the order under the new re- gime, with Joseph Shreenan as matron. Other Errors Pair You can go all through the Ac- founts and you will find similar rid- liculous errors. You will find that the I lpoor Minister of Public Works gets no salary. Neither does his Deputy; but read down a little further and you notice that Chief Engineer Show tits $2.000 and the stenographer. Mrs, E. Gallant. gets $2,000. It is not very creditable that a Govern- "i ‘ment should turn out a set of Pub- Illc Accounts like that. The Premier f ‘says that on one occasion we made la mistake of $47,000 and had to [call in the Public Accounts and r:- hwrint the page. I think it. would have ‘been a good thing if those accounts l‘ ‘ had been called in before being sent .out to the public. Then they wouldn't ‘nave to account for a male “mat.- mn" in the Queens County Jail, and -there would have been fewer mis- takes all through the report. But the real beginning of this loose leaf system occurred under the Bell Government in 1022. 1n tihe report ct the external auditor for that year’ there was one item of $125,000 left out of the reckoning and they had to rec-all that state- ment and issue a correct one. In making his cal- culation the Premier very conven- iently left out of account the $214,- 000 which was €XDBT.lG.‘d on highway improvement, rights of way, road machinery, iio-v ferry boat, Grand River Scow, corrugated iron culverts, etc, All those things, according to the Premier cost nothing. because they are still there. According to the new system of book-keepirg all you have to do is take tin value of the mdterials and equipment that you buy, put them on one side of the page. and opposite that put your expenditure. and they balance. That is a vrry convenient method, but I do not think it will appeal to the people. They know, as well u we do, that the deficit was $246,000. It can be figured out from pages 6 and 7 of the Public Accounts, and it is proven on page 1B when you take the balance sheet oi’ the Province. Here we find that on Dec. 31, 1928, there was due on bank over draft, l88.due loans $442,140; and due gasol- ine account. $15,000 and that at the end of 1029 there was dur the banks $263,000, due loans $344,000. The bfinisber of Agriculture says we didn't know anything about the qualificat- ions oi’ statemarishlp, that we took the poll tax off’ and thereby bought the people with their own money. We are not. even satisfied with that, but when we were going out of power $246,000. My hon. friend the Premier al- ways had three ways of proving a. deficit. The first was from the gen- eral statement of revenue and ex- penditure. The second, the one I have Just follovwd. was from the balance shcct. And the third method was from the interest. Is there any more interest being paid this year than last? Just. take the Public Accounts and look up the item of interest. You will not find it where it should be, on page 7, because the figures $74,997 given there leaves out of ac- count an interest item or $7,500 and another item of $1,000, one taken out of the motor vehicle account and the other out of the gasoline account and others besides. Adding these to- incrusl during the past year of be- tween $14,000 and $15,000 in inter- est charges. What does the increase in interest mean ii’ it does not mean an increase in debt’! MAKING THE Money FLY The Premier says he only increas- ed the debt of the Province by $29,000 since he came into power. He made that ridiculous statement in his Budget speech, yet when he started to figure it. up it‘ came out to $540,- 000. That, Mr. Speaker, is the in- crease in indebtedness since this Government came into power; an en- ormous amount. Besides that there the unpaid bills, which I venture to say amount to between $50,000 and $75,000. Perhaps my hon. friend the Junior member from Summersldc will tell me what the unpaid bills amount to at the present time? MR. ALLEN: Less than $50,000. DR. MOMILLAN: Well, we will say" ssoooo which should be added to their increase of $240,000.50 that the Province is worse off by over $600,- 000 than when this Government came into power. And how could it be otherwise.
