cial Government have decided to
hold an oiiicial investigation into the
past and present _management of the
Insane Hospital. A commission will

come of a full investigation, impar-
tially conducted with open doors and
at which all parties concerned shall
be fairly represented. We have no
doubt that any honest elfort of the
Government to improve the Luuutio
Hospital and other public institutions
will be duly appreciated and endorsed.
A proposed amendant to the Cana-
dian criminal law favored by the Min-
ister of Justice is the adoption of the
Brit-ish system of tickets of leave.
Under this plan prisoners who are in
for long terms and whc behave well
could be let out on condition of re-
porting themselves at stated intervals
to the authorities, but would be liBbl8
to instant arrest and imprisonment if
they broke the law. It is thought
this might be an incentive to reform,
especially in youthful Cinvicts, and
that it would also diminish the cost of
maintaining the prison population.
All ticket of leave men would be
compelled to support themselves.
