To be consistent in his inconsistency, Mr. Laurier may yet veer round and propose something else equally unsuitable and uncalled for. Should his changes on the Manitoba School question be as numerous as those he has made on the trade question, the end is not yet by any means. Governor Robinson states thet President Kruger has sent a communication to him declaring that the negotiations be- tween the Transvaal and Great Britain will be hopless if troops are sent to Caps Colony. The Globe and other Unionist papers, and also many Liberal organs pro- fest that the Government onght not to show ‘i nidity before the Boers, and submit that the Transvaal is arming itse'f to the teeth, while the British forces are kept on a mere police level. July next is fixed as the time when Lord Dufferin will quit the diplomatic service and retire to end his days in ease, Lord Dufferin’s has been a long and active public career. He has well discharged them all. He deserves a rest, and many friends in Canada wil! hope that it will be a long and happy one. The London Times publishes a despatch from Pretoria which says: Presideut‘Kru- ger’s reply to Mr.Chamberlain is friendly aud conciliatory, but it fails to advance the negotiations. It repeats that the pres- ident cannot ask the Volksraad to consent to his visit to England until a ba is for the discussion is settled.
