Mr. Archibald, in his report, says, ‘‘the road-bed has recevied great attention and is now in excellent order ; 105,984 sleepers were replaced during the year, as against 63,801 in the previous year, being*an in- crease of 42,183. On one-half of the line the number of sleepers has been increased from 2,200 to 2,640 per mile. This has very greatly improved the road, and by affording more support will undoubtedly prolong the life of the rails. It is proposed to continue this increase of 440 sleepers per mile, so as to complete the entire line dur- ing the next two years.” Additional sidings were Jaid down dur- ing the year at Charlottetown, Peake’s Starch Factory, Georgetown, Alberton, Cascumpec, Piusville, Conway, Summer- side, New Annan, and extensions were made at Elmedale and Alberton,—amount- ing in all to 4,185 feet. There are now on the line 145 sidings, equivalent in length to about fourteen miles of second track. Twelve hundred car-loads of ballast were distributed in the year. The masoury on all the bridges and culverts was carefully examined and thoroughly repaired. Twenty- three cattle guards were built and stringers and other repairs. Combined passenger and freight stations were erected at Bloomfield and Freetown, and a combined dwelling house and freight house at Ellerslie. Many other improvements and repairs were made; andaltogether ‘‘the whole road was never in better order nor the public better served than at present.” Mr. Unsworth recommends that new iron turn tables be procured, without delay, in Charlottetown, Summerside and Tignish engine houses. The Pall Mall Gazette commenting on the application for the extradition of Sheri- dan, says, when Russia wished Europe to refuse an asylum to Nihilists, the Austrian Fremendenblatt declared that such a demand would give Europe a right to ask Russia to terminate the regime which pro- duced Nihilism. It would be unpleasant if the United States Government addressed ® similar suggestion to Lord Granville, Foreign Secretary. If the demand for the extradition of Sheridan is based solely upon fact the of his belonging to the Irish Invin- cibles, it stands exactly on the same footing as if Russia had asked for the surrender of Prince Krapotkine. Not even success in securing the surrender of Sheridan would atone for the abandonment of the position with regard to extradition which we have hitherto maintained in the face of Europe. It would be even worse if the position were abandoned only to obtain a humiliating rebuff. The Paris Univers violently attacks the Government for its presumed intention to deliver up Byrne. It says: England refused to deliver Bernard, an avowed accomplice of Orsina in the attack on Napoleon, and she has offered an agreeable refuge to all our political convicts and amiable Com- munists. Now, on the simple com. munication of a wretch who sold those who were his tools, the republic delivers up Irishmen who until contrary proof is brought, ought to be held innocent. The New York World’s London cable letter says: Much disgust is everywhere expressed that the session thus far has been consumed by the discussion of Irish affairs. Large constituencies in the provinces have already begun to demand epplication of the closure, and Mr. Gladstone will probably tske matters vigorously in hand the coming week. He returns from Cannes with his health fully restored, overflowing with energy, and determined to push on publie business, A Dublin despatch to the London News says:—‘‘The police have made discoveries at Rochdale, of the lists of names of the chief members of the various secret societies and documents, They have been seized at the lodges in Rochdale, of Walsh, who has been organizing a secret society in the north of England. Correspondence witb Byrne regarding the organization and pho- tograph of No. 1, clearly establishes his identity, were also found. Sir,—You may be looking for another epistle from me; and, as I have not taken up the matter of climate, I will do so in this letter. From my arrival, until the New Year, the weather was delightfal. It then changed, and became stormy, with low temperature. For about three weeks we had a succession of stcrms, here called blizzards, and it is beyond my pen ade- quately to describe a blizzard, Many ask, What is a blizzard? Well! A _ blizzard! No tongue can really tell, no heart conceive, but experience impresses the thing for life. Your correspondent will never forget what a blizzard is, so long as memory endures A blizzard! It is every spirit of the nethermost hell let loose for a while, working the four quarters of the heavens into one mixed up whole, and hurling that whole with terrific vengeance upon the | Northwest. A blizzard! It isa hurricane let loose carrying an army of storm fiends tossing actual flames of living cold upon the land, and shrieking in fiendish glee the death ageny of unweary travellers. You, Sir, can guess the rest. AJ] through Feb- ruary we have had magnificent weather, | calm, still, cold weather, the skies beauti- ful, and at night the stars fairly shout for joy. Put away cold, and I am reminded of the West Indian skies. At zero (without wind) we can walk out without our over- coats or gloves. At 20 below (without wind) the air is not at all unpleasant. The last week has been very delightful, days and nights charming, thermometer from 10 above to 10 below. The climate (barring the blizzards) is superior to that of the Island, for we have no winter thaws and winter raws, but steady cold. Many old Nor’westers, of ten, twelve, and one of seventeen years standing, have said to me that the weather through January was beyoud anything they had exy erienced. Generally, blizzards give a taste of their quality, and then rest for a while, and cut up pranks againg but this year, for three weeks we had a steady outpouring of the vials of winter's wrath. The lowest reading this winter was said to be 57below. This | cannot verify—the highest about 30 above, alte. oe ee lee oe not trouble you again. People must judge for themselves whether the Northwest will suit them. Tue Wiggins storm scare is still having its effect upon the fishing fleet, and many of the Gcorgesmen are abandoned by their crews as soon as they arrive. The prospect is, unless the owners can counteract the influences at work, that but very few of the vessels will make the trip which will include the next two weeks. It is indeed singular what an effect the predictions of Wiggins has upon the fishermen. ‘They are in dead earnest in the matter and say, whether the storm comes off or not, they are not going to risk it, but are determined to pass those days from the 9th to the 12th on terra firma. Go early and secure seats. — >. Tux number of boards in favor of Methodist union up to the present time is 489 and 55 against, with six ties. In three western con- ferences there are less than 100 boards yet to be heard from. So far 13 of the latter have reported in favor of the basis of union.
