S. 1 BOSTON, June 21-Two Canad- ian schooriers loaded with lumber lost their race in an attempt to get into 8. United States port before the new tariff laws became effect- ive today. The schooners were the Vilda A. and the Margery Austin, each loaded with lumber from the Maritime Provinces. The first was bound for Boston and the second for Beverly. The new laws make a difference of from $1 to $3 per 1,000 feet in the tariff on lumber, and this. port officials said, would handicap the lumber trade from Canada which has been carried on for 100 years. New taxes also apply to importa- tions of coal from Great Britain, Holland, Germany and Russia and of oil from Mexico and the Dutch West Indies. Chlorine Cas Plays Havoc NEW YORK, June 21.
