The authority of the government to the change, which is necessary under the law, has been asked, in the confident be- lief that it will not be refused. An ia- crease of vessels engaged in the grain trade would help to make up the loss which this reduction would cause from dues on inward freight. Professor Wiggins says he has dis- covered asecond moon making its re- volution in an orbit at twice the distance of our visible satellite.
