The final disposition of the Quebec Lottery has at last been decided upon. It is in the nature of a oompromile I! it into be permitted to oprrate until July 7th next. The history of the lottery and the reason for the compromise is set forth by the Quebec wrrespondsnt of the Montreal Gazette. It appears that lotteries in Quebec existed in virtue of the gene;-sl law of the province which permits the Lieutenaut-Governor-in- council to give special permits for U10 operation of these lotteries. The Mercier Government imued an order-in council dated June, 1890, giving the St- Jenn Baptiste society of Montreal power to work a lottery to aid in the construction of a national monument. This eodety, finding that it had no powers under its charter to run a lottery, farmedoutim privilege to H. A. A. Brault, of Montrml. The contract was entered into between the St. .lean Baptists society and Bnull by whkh the latter secured the wh0l0 proits, out of which he agreed to ply lille society $5,000 a year for iiveyeatland 810,(X)0 for the other ive years. The result was that while the society got $5,(IX) a year, Brault realised s profit of fr¢m$3\),(l)0 to $50,000 a year. Leader of the Government resorts to his usual tactics. He says I make assertionswith- out proof,but I can prove that in some instances discounts were given to parties in the Land Omce as high as fifty per cent. If a poor man is soft enough he is not allowed the twelve per cent., while a sharper or some particular friend of the Government comes in, and they give him a discount of lifty per cent. We find cases where there is only a line fence bs- tween two parties, one a Grit and the other a Conservative-the one gets thirty per cent. discount, and the other has to pay his amount in full. The Leader of the Government says the Public Accounts do nprove the to statement made up to the 24th April to be false, but if not then the Publi.: Accounts must be incorrect. That statement was shown to be false by the retum of indebtedness to the Banks in June, 1891, which was furnished thek House. At the end of the year they published a hook showing their own statement to be false. Those experts had to take the figures the odicials gave them. He says we spent $50,000‘ a year more than the revenue, but when we came into power, we had a subsidy from the Dominion of $153,000, and when we left odice that subsidy was $183,000. We collected no taxes for nine years, and how could we leave that increased subsidy if we had eaten up the capital of the country. We collected some of the debts due us, and we added to the capital of the country $400,000 or $500,000 from which we drill' $20,000 a year, and we were perfectly justiied in using some of the money we were the means of placing to the credit of the country. The i Leader of the Government boasts of saving $5,000 a year by the introduc- tion of this Bill, but we introduced a Bill in 1879 to abolish this House which had it been carried would have saved the cost of this House since that time amounting to about $65,000, but his honor at the head of the table and his party hurked that Bill.
