Now, what 1 wish to say in the frenkest manner is, first of all, it Was a sugges- tion to me from the course of the debate and fiom circumstances that had hap- pened at the moment, and it was no partof the intention with which I had determined upon the statement | was to make to the House. It was an unpre- meditated suggestion, and an act upon the spur of the moment. [ Hear, hear. I have further to say, sir, that I very much regret having acted so. [Loud cheers ] I look back upon the whole circumstances, upon the patriotism and forebearing conduct of ail sections of the House on that ovcasion, to which I attach the highest value, and I feel that those words of mine might have had a tendency to cause a descent from the higher ground of the matters which we have under our consideration to a lower ground. fHear, hear.] A tendency, 1 mean to say, lO revive a controve'sy which is bygone, which belongs to the last Parliament, and which none of us, I think, would desire to revive. Northcote, amidst Opposition cheers, expressed himself gratified at the apology of the Prime Minister. <nlischinnalianiataclaitics The Northwest Indians It was long ago suid to be inevi'- able, owing to the disappearance of the buffalo from the plains, that the Gov- ernment must either feed the Indians or fight them, and it decided to accept the former alternative. Aside from all notions of economy, it was prompted by a feeling of kindliness end sym- pathy ; but an experience of this year proves it to have been a mistake. In spite of a lavish expenditure of money, and a faithful desire on the part of the Government to put them in a position to be self-sustaining, no matter at what cost to the country, the Indians have proved themselves to be fully as savage and unreasonable as they were before the atiempt to civilize them was made. Untamed and untamable, they turn on the hand that fed them with a blind fatuity that seems to say Providence has decreed their disappearance, and that they should give place to another race, just as the buffulo of the past have given place to domestic cattle. They have, in the wildest and most unprovok- ed manner, and with circumstances of the basest treachery, begun a war of desolation such as has never been equal!- ed in the history of Canada, and having declared that they prefer fighting to being fed, the country must accept the challenge and follow up the war until the miserable wretches shall Be placed ener the power of doing any further arm. ~~.
