A year ago when the hon. memiher for 'Shelburne and Queens was discussing the budget. he was inclined to the view that free trade was not prac- ticable; that there wus no such . thing as free trade. ` I shall quote his words in s moment or two, and endeavor to show the contrast be- tween hls opinions then and those which he expresses now. Last year he did not seem anxious to .fraternize with h-is friends to the left of him. the Agrarlans; he ra- ther gave them the cold shoulder.
