Taking l‘ull advantage of the opportunity involves a number of complex considerations ' and policies. One consideration is the need for a reasonable balance between the inshore fishery and the othhore fishery. The existence of both is essential. There is a time limit. If Canada does not move quickly to develop the freezer-trawler technology required to catch more fish within ourjurisdiction, we will continue to see a large foreign fishing fleet in our waters 77 perhaps for all time. The opportunity will be lost. As interested and concerned organizations involved in fishing, National Sea Products Ltd., and HE. As the academic level getshigher, stud— ents from the masses become proportionally administrative structures have not given real power to parents, students or professors, who are under~ represented at decision levels. Contrary to the goal of polyvalency, flue education system institute a too early specialization by students and, thus, they do not get an adequate general formation. In such a framework, continuing education plays a complementary part, serving to make up for failures in general formation instead of contributing to the en- richnent of the person; it responds, instead, to the technical needs of business. The economic deveth of Quebec boils dam to unemployed graduates. Budgetary restrictions of the Department of Educatim have caused a deterioratim of the academic system in all respects. The struggle of Quebec students is getting the support of other Canadian students. Last Tuesday, the F.E.U.M. (Universite de Mmctm Students Federatim) decided to issue a press release to support the striking Quebec students. It is possible that this strike may becate ex- tensive: last sumer the Natimal Students Union stated the possibility of a mobilization by Fall 78 for the students of mtario and Newfoundland universities concerning their loans and bursaries and increasing menploryment for students.
