Had the Legions position taken at that time been accepted in the calm atmosphere of peace as a matter of national policy, the issue which now has divided our nation in time of war would not have arisen. That stand of the Legion was reiterated by the Dominion Executive Council at the outbreak of war: by the Dominion conven- tion in i940; its call for total war in October of 1941 was endorsed by over 500 other Canadian organizations; by the Dominion convention in Winnipeg in i942; and again in Vancouver in i944.
