The Premier's Honor Tested A Promise Deliberately Broken, — BELFAST-MURRAY HARBOR RAILWAY NOT ASSURED, Government Has Not Decided to Begin It Next Spring. i Orrawa, March 3.-—In the House of Commons, on Tuesday last, at the request of Sir Charles Tupper, Sir Wilfrid Laurier promised to bring downs copy of the despatch to Lord Strathcona in answer to which Lord Strathcona stated that Mr. Hamilton Smith was not connected with the Rothschilds, Yesterday Sir Charles reminded Sir Wilfrid that he had not produeed the message,—wheu the Premier made the surprising statement that his cable to Strathcona was private and confidential, aud could not be brought down! Sir Charles Tupper, astonished, asked Sir Wilfrid Laurier if he considered it honorable to break a pledge. Sir Wilfrid Laurier replied, with heat, that he was the guardian of bis own honor. A discussion eusued, in the course of which strong language was used. In reference to the manner in which Sir Wilfrid Laurier guarded his alleged honor, Sir Charles Tupper referred to Sir Woilfrid Laurier’s pr¢vious pledge breaking, and observed that his Jatest performance had broken even his record. Hon. Mr. Blair told Mr. Martin tbat the preliminary survey ofthe proposed rail-~ way from Southport to Murray Harbor was completed. It was thought that the road would cost nine thousand dollars per mile. The government had not, Mr. Blair said, decided to commence construc~ tion next spring. Hon, Mr. Blair aleo stated that the Federal government was negotiating with the P.
