Orrawa, July 20.—The official money order department has completed arrange ments for the establishment of a postal note system, and within a few days three denominations will be on sale. There will be sixteen denominations altogether, ranging from twenty cents to five dollars» but owing to the delay of the American Bank Note Co., it is not possible to issue all at the same time. The commission will be one cent on orders up to 40 cents: twocents up to twodollars and a half; three cents up to five dollars. TARIFF FOR SANTIAGO. Uniform Rates Adopted. HOW ABOUT TAXATION WITH- OUT REPRESENTATION ? Waeuninetron, July 19.—The President bas signed the war tariff for Santiago, and it takes eflect today. It adopts in general the privileged rates now given Spain there aod makes that tariff uniform for all coun- tries, including the United States. The tariff was signed by President McKinley after a orief conference Jate this afternoon with Secretary Gage and Alger. The instructions were imme~ diately cabled to the authorities in charge of Santiago by Secretary Alger 80 that the tariff can be put ia force to-mor- row morning. The new tariff abolishes the discriminative tariff in operation now there, the rates for ditferent countries at Cuban ports varying. This country took as ite basis the races accorded products of Spain and applies them to all countries, net even excepting the United States. The most important charge effected is reduction of the tonnage duty on ships carrying 2,060 tons or more, which go 10 { and out of the por: from the present rate of $l a ton to a rate of 20 cents per ton. This old prohibitive tonnage tax, under the Spanish custom, has been additional to eustoms dues. In contrast to the 20 cent rate declared for Santiago is our tonnage of 3 cents and that of most of the other countries of three or four times that much. The heavy export duty on tobacco and certain other Cuban products and the5 cent export tax on iron are retained for a while at least.
