This is the more remark- able as the service has been so unsatisfact- ory and asianother company, whose stock- holders embrace many of our leadingcit- izens and business-men, stood ready to undertake the work with the promise of a better light. As is well known the con- tract now running will expire in Decem- ber next and it became necessary for the 5 City toeither procure a new plant of its own, or to let a contract for the lightin g for another term, short or long. Some time ago tenders were called for and intending contractors were asked to tender for' terms of one, three or five years. In the first place time was short for a new company to be ready with all the plant, poles and other rcquisitcs for g hting the city beginning in December next. If it .were intended that there should be anything like fair competition 'tenders ought to have been called for at least four or five months ago. But not only was the calling for tenders delayed. The specifications referred to in the ad- vertisement were not ready for some weeks later. All of which looks suspi- ciously like favoring the present contrac- tor and placing obstacles in the way cf any competitor. ' 1 At length the tenders were received and opened and the Full Company's tender was found to be the lowest by an amount which Couu. But it seems to have been pre-determined by a majority of the Council that no ten- der however low could be successful ag- ainst the present contractor. The citizens may or may not decide in favor of a. city plant. If they decide in its favor, then legislation will be in order, to give the City Council the necessary pewers. In that case the city plant will hardly be ready by the end of another year, and it will only requirea repetition of the tactics with which we are already familiar to further extend the present contract, with or without the farce of calling for tenders. It seems impossible to explain the course of the majority of the Council on grounds of sound public policy. If they would rid themselves of unpleasant suspicions they would do well to explain their most extraordinary action as best they can.
