Their modesty causes them to shrink from the ex- posure to which they have been subjected, and they earnestly trust that we will leave then to that quiet non-performance of their duty to which they are so much attached. ow, we have no personal quarrel with any, of these officials, either jointly or sev- erally, from the Registrar himself to the boy Weaias but the duties of their De- partment are far too important to be allowed to remain in that obscurity which they to dearly love. The titles to property to the value of millions of dollars and the income of many families wholly dependent upon the mortgages which have been deposited in that office,render it most necessary that the ut- most vigilance should be exercised in seeing that the law is carried out, not only in its letter, but in its spirit. But this is not done in either the one or the other. We have made this statement repeatedly, and we have given facts and figures, the accuracy of which have not been questioned. It is no answer to our charges to assume that this or that person wrote our articles, and then resort to personal abuse and misrepresentation. This is poor work, and shows only too conclusively how weak are the materials of defense. It cannot be denied that there is not only a want of harmony, but that there is actual insubordination in this Department which shoyld not be permitted to continue, and which, so long as it is permitted to con tine, bodes 111 for the public interests. The most helpless individual in the oficg, he to whom the least respect i: shown, is the Registrar himself. If this were not go, we do not befieve that the state ot oan and discord which reigns there, would be perinitted to continue. But the political necessities of the Government out- weigh the public interest, and the boy Nor- man must be retained, notwithstanding th small amount of work which we have siewn he performs. The fact is, he is now en- deavouring to crush one of the copying clerks, in order that he, himself, may ob. tain ‘his position, and his ‘* reports’ against Mr. Howatt, althorgh intended to be con fi ler¥tial, have not been kept as secret as he hopél. What may be the outcome of the Attorney General’s orders, given since his r2turn from Georgetown,we cannot pretend to a but we do sincerel; hope vhat, as long’as the pnblic are called upon to pay the Boy Norman, there may be some better sults than these already yielded. When any lawyer or person of influence and posiiion enters the ollice, this youth in- m2imtely leaves his work to wait upon him in the most fawning and officious manner, but should a poor countryman attempt to maké a search, he is treated in the most un- ccrethonious way,and almost forced to leave until he brings back a lawyer with him to complete the search, which hehad a perfect r ght to make by himself. We have heard this évil treatment complained of by more persons then one, but Campbell, secure in support of the Government, is permitted to act much as he likes. One additional fact we can giveto show thc utter waste of the public money which takes place in this department: when Mr. John Hamilton was Registrar, he brought up the arrears of work for five months without any extra charge to the country. At the rate paid by the present Government in the month of January, five months arrears now cost one thousand fivehundred dollars. — Scrrewe Court.—In our last we pub- lished all the cases which had occupied the attention of the Court up to that date, and following will be found those which have under consideration since. The Court was adjourned last evening until to-day. to meet at 12 o'clock, when Chief Justice Palmer addressed the Jury in the case of McCal- lum vs. McLaren. We hear that the busi- ness of this session will be finished to-day. The last case we referred to last week was the Queen on the prosecution of M. Mc- Donald vs. Patrick Collins, indicted for larceny. ‘The trial lasted a whole day, and the Jury retured a verdict of Not Guilty. The articles for which Collins was in- dicted were ordered by the Court to be re- turned to the plaintiff. The Queen on prosecution of Archibald McAuley vs. John McPhee alias John Ross, for lareeny. Mce- Phee was -found guilty, and sentenced to twelve months imprisonment, with four months hard labor. The Queen on prose- cution of E. S. Robinson vs. Edward Wil- sen, charged with larceny. In this case the prisoner was found guilty and sentenced to ten months imprisonment, with four months hard labor. The Queen “on the rosecution of Mary Durmody rs. Matilda orrison, indicted for larceny ; prisoner discharged, the Grand Jury having found no bill. The Queen on the prosecution of William McCallum vs. A. McLaren, charged with shooting; no bill. The Queen on the rosccution of M. McCallum vs. Josia Mo- n, indicted for shootiug ; no bill. The Queen vs. John McPhee, for entering St. Peter’s station; the prisoner was found guilty and sentenced to six months im- prisonment with two months hard labor. The Grand Jury brought in a present- ment vs. William Coughlin and Malcolm McLean for encroaching upon the Queen’s highway at Montague Bridge. Also a pre- sentment showing the necessity of im- proving the County Jail and Jail yard at Georgetown. The Civil suits not reported in our last were those of Robert Orr vs. John McRae, : action for debt ; verdict for plaintiff, $127,- | 27: McCallum vs. McLaren, for damages | austained, has been before the Court four days and a half.— Adv. eee _ _— Banks and Banking. Tur Patriot of this morning contains an article on our local Banks which is open to grave objections. The writer, who is not of the Patriot staf’, labors hard to create the impression that the Union Bank is the Bank Starting upon false pre- but an indifferent know ‘nar excellence. ” mises, and with view the ‘‘ statements” as put forth by the different Banks in anything but an impar tial manner, and with an evident desire to leave no stone unturned by which the in- terests of the Bank in which he is interested may be helped forward. With the statements of the Banks the public, in general, have very little to do. Che parties most interested are the Share- holders ; and if astatement, as put forth, enables a Shareholder to know the true position of the institution in which his interest centres, it matters not whether that statement be ‘‘ concise” or not. To shew our readers how grossly unfair towards the Bank of P. F. OS - From thisstatement it will be seen that the Bank of P.E.I. does not include ‘‘Bills of Exchange,” as among their assets imme- diately available. Both of the other Banks, however, do this, and we question their right so to do, as we doubt if, in the pre- sent depressed state of the market, those assets could be made ‘‘ immediately avail- able.” Again, neither the Union nor Merch- ants’ Banks have given aiong their assets the items of ‘‘loans covered by judgements, mortgages, &c.;”’ and the writer in the Pa- triot comments upon the fact that the am- ount held by the Bank of P. E. I., under | Sas head, of $60,083.66 is execessive, while it is a well known fact that the Union Bank holds more of this kind of security than the other two Banks put together, and that every Bank has more or less of this kind of security. It may be seen by their statement, that the Bank of P. E. I. have charged the sum of $12,365.54 as ‘‘interest on deposits” am- ongst their liabilities. This interest is made up to the day of publishing their statement, and has been placed to the debit of Profit and Loss as a ‘‘ deposit on demand,” on | account of ‘‘ Deposits on interest,” and we observe that altho’ the amount placed by the Union Bank under this same head — ** Deposits bearing interest’ —exceeds that of the Bank of P. E Island by $60.271.72 ; yet the Directors of the latter Bank have ronly reserved $6,962.58 as interest on ‘‘de- posit receipts, etc.”’ This charge is open to a little explanation, and we should like to be in possession of such, Complaint is also made that the Bank of oe do not include * Bills of Ex- change” among their credits. We may in- form the finacier of the Patriot that we have made ‘‘ official enquiry,” and may there- fore inform him that all ‘‘ exchange’ held to the credit of ‘‘ Bills payable and remitt- ed;’ and may,therefore,be considered as an available asset, altho’ not included as such in the statement. The statement issued by the Bank of P. E, Island to its shareholders is in different form from those of the other Banks ; and, weinay observe,that the form now given, isthe same as that given by the Bank of P, E. It must be remem- bered, however, that the Bank of P. E. I. confines its business solely to the city of Charlottetown, while the other banks have branches in the out-lying counties, and vhat although its percentage of pro&ts is sligh*ly behind that of the Union Bank ; yet, if the profits of the branches were deducted (the branch of the Union Bank at Summerside, alone, having cleared over $12,000(this sev- son) its percentage would be far in advance of the other Banks, thereby proving that it (the Bank of P. E. I.) possess the confidence of the mercantile public of Charlottetown in a degree greater than either of the other Banks. We should not have referred to this matter, were it not that we appreciate a feeling of “ fair play,” and are grieved to see that the Putriot will lend itself to an ex- position of the standing of the ‘‘ Union Bank” at the expense of the other Banks in this community. In a store on Upper Great George Street, yesterday, a young man named McDougall was accidentally relieved of the greater portion of his left ear by the clumsy attempt of a clerk to take off a part of his whisker. THe most suitable and profitable load which enters the market is that of trout. This morning a sleigh with about twenty bunehes was relieved of its burthen in less than fifteen minntes. ‘Trout demand a price of from 20 to 25 cents per bunch. We have received the first number of the new trade journal, called the Maritime, which is published in Halifax in the inter- ests of manufactures, mining, finances, and insurance. It isa paper of sixteen pages, and contains well-written articles on all the leading business topics. ManstavucutTer.— The trial of Captain Peatman and Andrew Lewis, mate of the steamer Soulauges, for manslaughter, was proceeding at the King’s County Circuit Court yesterday. This case arises out of the collision between the Soulanges and a wood-boat on the St. John River last fall, by which two women lost thir lives. -—Hree- man. evening last a large and influential meeting, under the auspices of ‘‘Granville” Division, S. of T., was held in the Presbyterian Church, the Temperance Hall not bein large enough. The chair was ably filled by the Rev. Dr. Murray who, with the G. W. Patriarch of the Sens of Temperance and several members of ‘‘ Forest Home” and ‘‘ Granville” Divisions, addressed the |meeting. It is as follows : The year now closed has been marked by universal depression in commercial circles, yet the business of the Bank has been fairly suc- cessful, and two dividends of five per cent. each have been paid to Shareholders since the last annual meeting. Jt The net profits for the year, after providing for bad and doubtful debts, expenses of man- agement and issue of new bank notes, are $22, - 363.24, which, with the balance of $12,507,585 ‘carried forward from last year’s account, amounts to $34,870.82. Out of this sum your Directors have transferred $10,000 to rest ac- count, which account now stands at $40,000, or upwards of 27 per cent of the capital leaving a balance of $10,270.82 to be carried forward to next year’s business; this, your Directors believe will be satisfactory to you, considering that the Bank is only a little over six years in business. The business of the Bank at Georgetown, under the management of Mr. H. C. MeLeod, coutinues to extend and prosper, and has added considerably to the resources of the Bank.
