School Board - To Present their Claims for an ln' creese ln their Pay-Report for Fire Escapes in the City Schools Presented. .-1. The regular monthly meeting of the City School Board was held last night. Alter reading the minutes of the last meeting and the Principals, reports a delegation from the teachers of the City composed of Principals J. D. Seaman. James Landrlgau. W. V. Newson; Miss llcllurray, Miss Scott and Miss Mc- Kenzie waited upon the board. Principal Seaman as chairman read the following memorial: _ The suggestions were discussed at some length but no action taken by the Board, After discussing several other matters and passing hills etc. Messrs McLeod, James, and Nash were appointed a com- mittee to prepare a schedule of wage rates for teachers ofthe city schools. The Board than adjourned to meet at the cali of the chairman. To the Board of School Trustees: Gentlemen-At a meeting of the Teachers Federation of Charlottetown, we the undersigned were appointed a sommlttee to request your honorable board to adopt' a schedule of salaries to be paid the teach- ers in your employ. In speaking on the memorial Mr. Seaman stated that in every other city in the Provinces the system of having the salary dxad for the position prevailed. In every other department of the public service cutsideoi the school system the mlaries an fixed. The Taaohefs Feder- ation think that such aa arrangement would make matters much easier for the teachers. Under the present arrange- ment teachers desiring an increase of supplement have to go to each individual member to ask for an increase' An arrangement such as that suggested would do away with the humiliation oi such a course. Figures from the other provinces show that the other teachers here are paid 25% lower than the poorest paid acrcsr the line. The scat to prepare a teacher is greater than many other positions whore there is much greater remuneration; ever in some cases teachers get les than the common every day laborers or those engaged in domsetio service in Charlotte- town, after the, teachers have paid their board, Every teacher should have a suillcient. salary to allow him or her to be constantly improving. A teaxher must keepin touch with the movements of the day. Many. however, have been obliged to confess that their salary has been ln- suiiicient to allow them to adopt those means of improvement; and have been unable to make any preparation for the time when they go out'of the service. Another point is the cost of living and while the salaries have increased in every other walk of life the salary of the teacher remains the same. It has been argued that the teacher does not work all the day. But the teacher is engaged for all his time and if he has to seek other em- ployment part ofthe time it dlvcrts his attention from his real school work. The delegation then retired. Chief Hermann of the Fire Department submitted the following report 1 To the City School Board: - GnN'rx.msr:N,-I beg leave to submit the following report as to the tire escapes required lorshs Otty Public Schools.. For an escape for the third floor in case of tire in Queen Street Schoollwould sug- gest that an opening be made in the brick wail with door opening outwards and strong substantial steps lending to this exit which wouldjlaud the children directly upon the roof of Mr. Newson's building. Upon the second floor in ti1e event ofthe stairway not being available I would recommend the construction of a moveable schute to lead from any window on the second or middle floors and said schute be kept ready under_a shed roof when not in use. For Prince Street School I would recommend that a proper stairway be built to lead from any window of middle loor enclosed with roof and ample light therein with hand rails on either side, these stairs to lnnd nn the flat rcof of adjourning building. For WestKentIwculd also suggest that n proper stairway be built similar to Prince St. School- I would like to see an Electrical Ftrs Alarm installed in ench school building to bc used for Fire Alarms only; also that the teachers continue Fire Drill with the pupils. By so doing it will be the only way to avoid a confusion in case of ilrc. The great clock of Wells cathedral in England was built in 1322 for Glaston- bury abbey and ran 250 years before it was removed to Wells. The striking mechanism ot the clock is very curious and elaborate. Above the dial is s little battlemented turret, with four knights on horseback, armed with iances, standing guard round it. At some distance from the clock itself, near the end of the transept, is n life size painted iigure, quuintly ugly, with a battleax in its hand, while outside the cathedral is n second large dial, guarded by two tall figures of knights in armor. When the gilt stars point to the hour, the painted figure (Jack Blnndivir, as hols called by the country people about \\'cils, no one knows why) strikes the quarters by striking his heels against two boils behind i1l111 :111d thou tolls the great bull of thc clock by striking it with his bnttlvux.
