Aug. 4-The cable report that Cnnndn is bearing part of the cost of reducing the cable rates in the West Indies may be accepted fr; well founded, even though any nego- tiations to that end have not reached n final conclusion. It all dates back tn the West I-ndian trade agreement. n . those negotiations were in progress here that there were two main ob- stacles to the development of Cana- dian West Indian trade. One was the poor steamship service, and another the almost prohibitive cable rates. In some cases the rate from Halifax is a dollar a word. The trade agreement was concluded, and fn carrying it out the steamship service has been improved and will he still better.
