It remarks that ** an honest, hard working man, who has hitherto paid up all his revt,”’ should thank the Governwent"’ if be | af purchasing hie farm, providing it consists of 100 acres, at £6 or £75; but squatters, or those who have never attorned | te the proprietors, are declared to be a long way beyond the | pele of civilization; that the Commissioners, with all their qaanted powers, cannot even recommend anything in favour of ¢oie bapless claes; and as to the wi derness lands, the Islander speaking the sentiments of the G overnment—assures us that abe award of the Commissioners cannot touch them. The idea which appear: to press more strongly than anything | else on the mind of the Colonial Secretary, is—that the award cannot fail ¢o eenfirm the Proprietary titles. ‘* Such a de- ‘ision,” says the fslander, “ will be a confirmation of that | whieh wo have so fepeatedly expressed, and a decision which athe people of this Island have pledged themselves to accept."’ Now, it is moterious that ** the people of thie Island” bave not pledged themselves to anything at all in connection with the Commission. It is, indeed, true that the House of Assembly —whieh no one is fool enough to suppose fairly represents the people—stated by resolutiun that they would accept and abide | by the award of the Commissioners ; but this was on condition that the proprietors should also abide by the award. The islender, however, says—and let \¢ be always understood that the paper edited by the Colonia! Secretary speaks the senti- ments of the Government on this subject—that no matter what the award way be, it will be optional with the proprie- tars to aceept er reject it —that che tities being confirmed, it will rest exclusively with the proprietors to say whether they will eell their lands at any pice, and whe her they will for- give any arrearsof rent. There are about forty persons who style themselves proprietors of township lands in this Island. Out of that number only five have agreed to the appointment of the Commission, —the remaining thirty five will not ac- knowledge the authority of the Commission,—-the head officer of the Government says they are not only right in refusing to recognize ap institution which the Government are taking im- amense credit to thememselves for establishing, but that the recusant prop tictors will resist te award, if it be unfavour- able to them, and that in their resistance they must be sup- ported by the Government of Britain! Now, if these be the views of the Government of this Island and there is no duubt that they were well considered in Council before the Clerk of the Faceutive was author zed to put them in bisck and white—it is very clear that the Com- mission .was intended from the first to bea huge piece of deception ou the tenantry, and an engine for strengthening the claims of the preprietary party. We readily admit, dowever, that we do not regard t))¢ Commissioners as a party to the deception. Wehave no dou t they will discharge their duty c nscientiously, and with the conviction that their deci- sion will be final and binding on «1! parties™ The Government here, however, says, through its accredited organ, that it will ®Setiading only so far as it confirms proprietary titles,—that if it shall go beyond this point—adjudge the terms on which proprietors shall sell their lands—define what amount of arrears shall be forgiven, and that in doing so the wishes of the proprietors should not be carried out—they will then “* gestst’’ the action of the Commissioners, and call upon the British Government to interfere in their behalf. these opinions of the Government, with regard to the powers and duties of the Land Commission, present a startling pro- gramwe of the turmo! and conteativm that must inevitably ensue before the ** Land Question” can be settled. Tue Coa mason will, however, be attended by two good results Firet— ft bas aroused public opinion, to a greater degree than ever heretufore prevailed, against the leasehold system, — Tories, Liberals, Snatehers, Sourlere, And every shade of Politicians, are anited in condemning it, and denouncing it as a curse to the country. That system must be abvlished,— and if the tenant people will organize Mutual Proteetion Aw o-iations, and combine to pay no rent beyond that of the «current year—which is all that the Commissioners advised them to pay—the so-called proprietors will be glad, svon afier the current year, to get rid of tlieir estates at any price tet it be diatinetly remembered that the Commissioners, ap- pointed by the Queen, recommend that the Tenantry should pay no more than the present year’s rent—that no more : } should be asked from them,—and this recommendation, ziven before the Commissioners had time to make up their award, whews that te tenantry were regarded a@ objects of injustice and oppression. Will the Cul nial Seeretary charge the Royal Commissioners with digloy alty, fur recommending the tenantry not to pay their arrears of rent?
