S TR UMENTS Every Boy Scout knows that the best field glasses are made in Ger- many. It has long been true that the best military optical instru- ments were made by Carl Zeiss, Inc. of Jena, Germany, manufacturer of bomb sights, range finders, altime- ters, bore sights, torpedo directors. gun sights, telescopes and peris- copee. An American company of Rochester, New York, the Bansch and Lomb Optical Co., manufac- tured about l0 per cent of all mill- tary optical instruments in the United States and almost all of the instruments for heavy uses, such as range finders for heavy artillery and naval guns. aeroplane mach- ine gun sighting devices, fire ‘con- trol equipment for anti-aircraft guns, and perlscopes. The two eompapnies-Bausch and Lomb and Zelss-once competed with each other but on April 21f. 1921, they entered into an agree- ment to divide the world maricet for sale of these instruments into geographical areas. the United States to be exclusive territory ‘or the Bausch and Lomb Company, and the rest of the world for Zeiss. They agreed not to sell in each others territory and, through pat- ent control, to forbid any other manufacturer to sell in violation of the territory agreement. Consider- ing that Zeiss, and its subsidiary company in Holland. manufacture the greater part of all military optical instruments sold in Europe, this has resulted in world control of this business. By one paragraph of the con- tract both companies agreed tn The German Invasion of American Business By NORMAN M. LITTELL Assistant United States Attorney General (Excerpts from an address delivered before the Indiana Stole of close cooperation with the Zeiss Company in Jena. It wll even pro- vided the two companies had to fierce as to who would be placed in Charge 0f this military department. In other words, the head of this all-important military instrument division of an American company had to be acceptable to the German company, and actually g German from the Zeiss Company placed in charge. Note that by contract obligations to pay royalties, on every instru- ,ment sold, the German company had complete information al to the manufacture of all military optical iflifllments of major importance in the United States. The number of perlscopes would indicate the num- ber of submarines under construe. ton and the number of range finders of a given size would indi- cnle the number of guns of a cer- tain caliber. The American com- pany.of course. turned down many opportunities to sell outside of the United States because the Zeils Company refused to give its con- sent. Back in i935 the French and Bri- tim tried to place an order for range-finders, periscopes, gun- sights. and fire control instruments with the Bausch Company totalling over $1,500,000. The Bausch Com- pany refused to fill this order and in a public statement by 5 high ranking official of the company al- signed a patriotic motive for rc- fusing the orders. It was not until the Antitrust Di. vision of the Department of Justice investigated this matter that. the relations between Bausch and Zeus were discovered to resemble a mili- GUARDIAN a Air Observer The many friends Vincent McAusland, v.8, of Tyng Yllley will be pleased t0 know he ll now a graduate observer, R.C.A.F. of Sergeant on active service in England. l-le reached the old country in Decem- ber, 1940 and was the first observer from P.E.I. to graduate.
