The Superintendent has a good word to say for Manual Training as carried out in Uhariottetown, Summerside and the Macdonald Consolidated School and praises the latter institution, with special mention of Principal Jones and Miss Juniper. It appears that the first large costcf carrying the pupils to end from the Con- solidated School is being made less from year to year with a prospect of still lower ilgures. The contracts for i006 were $l50 lower than for Iwo and for Iwi are 8176 lower than MIB. A ples is made for larger salaries for teacheregenerally. “And ae the schools are passing more and more every year in to the hands of women,” says the Super- intendent,~"and as they are not one whit less competent than men, I cannot under- stand why this barbarous distinction be- tween the sexes should continue to be recognised, by which as women they are paid a smaller salary than men." Surely Dr. Anderson has earned the thanks of the women teachers. In gener- al the report is quite hopeful in tone. THE TUNNEL IN PARLIAMENT. On February 28 Mr. Lefurgey brought. up in the Commons the question of our interrupted mail service with a plea for the msn who work the ice-boats at the Capes. In concluding his speech Mr. Leiurgey said: “It all points to the fact that no matter what steamors you have you can- not perform that service satis fiictorily. I appeal to the Prime i` ldlnister that he should have a .mm placed in the estimator this session _o enable systematic dats to bc obtained ii regard io the construction of a Tunnel. this incident ought to bring it home to he Minister and his colleagues that steps .tionld be taken immediately towards the construction ofthe Tunnel." Sir Wilfrid Laurier replied: "If the Government were to ngrsa the suggest- ion of my honorable friend to have ln- formation obtained immediately with regard to the construction of a Tunnrl - a matter which, ' for my part I am pre' pared to consider-that would not re- lieve the si'uatlon of which the lion. Prev' A TAX ON DOGS. Before the meeting of the Legislature The Guardian was in receipt of a number of letters calling for the imposition ot s tax on dogs for the protection of sheep- raisers. In these letters it was pointed out that the greatest drawback to shccp- ruising is the destruction of the llockc by dogs, and that from this cause many who formerly raised large docks of sheep had been driven to abandon 'the sheep indus- ry. It is too bad that an important and what should heaproiltahloindustry should from such scnusc bc rendered unprofitable and_in danger of extinction. All the dogs in t.he Province are not worth sl singl- doclr of sheep. I It is the clear duty of the Legislature to deal with this matter. The laws of other Provinces and States furnish many models upon which to legislate. Maine raisgs ‘$0,000 to 840,000u year by its dog- tex and K< ntuoky some $210,000 yearly. The general prlnciplelunderlying most of these larva is that the owners of dogs shall pay a license fee and take outa license yearly, the proceeds of which fund shall go to pay in whois or in part for the loss of sheep destroyed by dogs. Ouriaw-makers in thdlr' wisdom should grapple with this question before they separate. There are enough farmers in the House to know what is required. ______._.---- AN HONEST MAN. wrote and told us that Ozone had not cared him of stomach trouble.
