It is easy for gi prosecut\or to lose ev- ery case be takes to court. It is hard enough with a clear case to get a conviction, even if the prosecutlor is capable and does his best. Where the prosecutor is incapable, or not in earnest., or worse still, where he is only going through the form of pro- secution occasionally to save appoar- ances, and does not desire a convic» tion, thare is an inevitable failure ol justice. Worse still, the guilty liquor seller is given an aor|-uittal covering a three months period. I-le may thus, ihy nndargoing a harmless form of trial four times in tihe year, secure immunity from punishment after breahing the law, week day and Sun- day for twelve months. _ These remarks are not intended to lapply to the prosecutors in the dis- itrict mentioned by Watchman..
