OTTAWA. July 15.-The final ac- counts of the I. C. R. for the fiscal year show a net surplus of $g00,000_ This amount is $100,000 less than' was estimated by the minister when he _made his statement in the House_ Agltation is Leia.; raised in the lower provinces with reference to the new rates but is not likely to result. in any variation of the policy as nd. opted by the management and appro- ved by the minister. ` The pointed out charges are almost entirely confined to local rates which Were Bl`E“¢¢l years ago -.ilien local influence and political conditions were big factors in the I. C, R.; The management claims the changes BW Only n Feadiustment of rates to equalize the eastern rates with those west of Levis and at that they are lower than the rates of reg- ular companies. A few Years ago the rolling stock of the government road was apprised at $15,000,000 but in check- ing 0VcI‘ there was shown to be on actual value -much below that sum. In the meantime the surpluses have been used in buying new rul- ling stock equipment and providing 11 Dl'0DGl` nppropration for the dep- reciation. In time, probably, all expenditures and outside construction \~il1 he clair- Ecd to revenue in which event the surpluses w-ill disappear, tho nr,-ong¢_ ment being content in making both ends meet.
