TWENTIETH CENTURY METHCD3.
There has been ii good deal of talkin the
Legislature about the new King and the
new century, but so fir there is no very-
great alacrity in adopting ideal or twen-
tieth century methods. \Ve make allow-
ance for the fact th-it one half the thirty
members are new to legislative work. It
necessarily takes si lint-le time for them to
get- acq uainaed with each other and with
their new positions. The forms of pro-
ceedurc framed to prevent too hasty adopt-
ion of ill-considered acts, are no doubt also
somethiniz of ii liiiidriince to the rapid
desps.ti:li of business.
_ But after all due allowance is made for
these conditions we think more speed
might easily be made with the public
business than what we see. Most of the
members are accustomed to attend to
their own aifiirs at home with activity
and energy, to rise early and to work the
day through. To men of such habits it
would be no great hardship to meet at
nine o`clock in the morning. As it is the
appointed hour of ten o`clock docs not lind
the House at work. Eleven o`clock and
even twelve passes frequently before any-
thing is done, and the morning session
sees little more done than reading the
record of the previous da.y`s work.
Surely these methods are hardly up to
twentieth century business ideals. We
_ know that we express the \ iews aid cou-
victlous of more than a few of the members
when we say that a great deal of time is
being wasted. Thirty of the leading men
of our Island community are brought to-
gether and are in duty bound to stay till
the session ends. Their time is valuable
to them selves, and to the communities in
which they usually live and transact bus-
iness. By all means let the accounts be
passed, the moneys for necessary public
services be voted ,let any necessary legisla-
tion be enacted and have the session
brought to anend. “Prompt in the trans~
action of business" is it good motto for a
_Legislature as it is for a fraternal society.

_ His Ma.jestyKing Edward has had many
lkind things said of him in the discussion
of the Address. From what we have read
cf the King we are led to think him very
diligent in attending to his public duties.
And inasmuch as the sincerest form of
flattery is imitation it might be worth
while to follow his example in the matter
of dilikence. That would also be infa. line
with twentieth century progress. Thcav-
erage County Council on the Mainland of
Canada manages toget through with more
business in a day than some Legislature:
doin a week. The average length of the
legislative session in New Brunswick is
not over five weeks, although tlfere are
three times as many people to legislate for
as lu P. E. Island. All of which isrespec-
fully submitted on behalf of the people
and of the willing workers in the House..
The Canada Gazette contains a. notice
from the Imperial authorities of the Bri-
tish Congress on Tuberculosis which is to
be held in London July 22nd tio_26th,ncxt.
Every British Colony and dependency is
invited to send delegates while( the gov-
ernments of all Asian, European and Am-
erican countries are invited ,to send repre-
sentative men of science. The Congress
will be opened by His Majcstythe King.

The Nelson Miner of March 17_th_ tells
that Lleut. George S." Beer ot that city,
second sou -if Dr. Beer of Charlottetown,
has received notification ot his appoint-
ment to a captaincy in Baden Powel
Constabulary in South Africa. Ho left on
the 17th for the East to take passage with
the force shortly to sail from Halifax.
Capt Beer has rendered great service in
securing the enrolment ot men for service
the various coiitingents that have none to
South Africa. Sixty men from Nelson
alone are joining the Constabulary, as the
result of Capt. Beer`s efforts as special re-
cruiting otilce-.r.The pay of a Captain in the
000, ii year. Capt. Beer was given a very
hearty send-oil' by the Nelson Rifle Com
pany on the eve of his departur -.3/I1s.Beer
will follow him io Africa. at an early date.
