MIR. .Mclsaacz .I-f I apprehend the matter correctly the same princinple is involved lin this legislation as was embodied in the law 'by which special grants are made by the Dominion Government for the purpose of _pro- 'nioting agriculture in the several pro- vinces, and also in the Bill stilll be- fore the House providing for Domin- ion assistance towards the construc- tion c fhigliways. Under the pres- ent .Bil| the provinces will contri- bute money equally with the Domin- ion, and that before any agreement can be entered into between the Fod- eral and 'provincial authorities. it may be said, why not give this money as additional subsidies to the pro- vinces and not have any lilmltatlons such as are here provided. As l un- derstand the proposition it is exiperl- mental in this way: the grant is limited to a period of ten years in the flirst place, doubtless with the idea of seeing how the matter will work out. At the end of that time it may be possible to _provide new conditions and new arragements. but in the meant-lme it does seem reason- able that while the federal and pro- vincial authorities are equally to make grants there should be an agreement entered into as to what the nature of the technical education should he. The hon. gentleman (Mr. --Bureau) does not seem to entertain any distrust of the Provincial Gov- ernments; he is fully convinced they ,will carry out their part of the agree- ment, he is wllhlng to trust them through thick and thin. Why should he not have equal confidence in the Federal Government or in the fed- eral minlster who will be empowered l to enter into this arrangement? His confidence seems to be it little onel sided. The spirit of generosity and confidence which he expresses ought to be extended to the Dominion Gov- ernment as well. Oi course, if a Provincial Government is unwilling to _enter into an agreement with the Federal Government. I suppose therc is no obligation on their part to the money; they can accept apppropri~ ate money from their own revenues for the purpose if they choose. 1-n any case the arrangement ls only tentative, as ‘I understand, and would apply only for a period of ten years ln order that it shall be seen how thc arrangement will work out. That is the way the situation presents itself to me. To my mind, the pro- posed leglslation does not offer any insupcrable diffi'culty.?_ to the ydggeqtiom ,of the `hon. gentleman (Mr;‘1h1ieldlng) that the Governor in Council 'riiight he a court of last ap- peal, -so to speak, in case any dispute should arise between the federal authorities and a Provincial Govern- ment, that might be well, but -the proposition in its present .form does not seem to me to afford any reason -for objecting to an agreement with any Provincial Government, or with any one 'reallywicsirous thatjrthe experiment of introducing in h-is province should lbe tried. (Hansard, June 23, 1919) Mr. -Mcl-SAAC: I think it will readily be appreciated by hon. gentle- -men that if this grant were distri- buted strictly on a per capita basis, the provinces with small populations would be handicapped and subjected to injustice. Under the Agricultural instruction Act there was a flat rate -in the first zplace, and afterwards the balance of the money was ap- portioned on a. per capita basis. - The larger provinces do -not suffer to any extent by having this flat rate granted in the beginning, because the amount thus _paid out is only a small proportion of the entire Brant. and with their large populat- ions they are at an advantage in any' event. But the smalle r provinces with small populations suffer a great -disadvantage if the grant is apport- ioned on 5 purely per cwpita basis, for they would receive a very small portion of it by' reason of the meag- neness of their population. J sincere- ly trust that the minister will see his way clear to adopt the same niet- hod in distributing this grunt, as was followed I-n the case of the agricul- tural grant. My own province, is tho smallest in the Dominion. with fl small population, but according to. area, I am pleased to say, it is the most _thickly populated of all the provinces. Besides its srnallness it has the further handicap. There are Provinces that had a smaller territory but were enabled to enlarge them from the lands that lay around, but in our case, unfortuately, we cannot hope for any addition of that kind because we are un island. Therefore, I hope the minister will so arrange it that a .portion of the grant will in the first place be glvén Gilually £0 all provinces, after which the 'balance can be distributed according to pop- ulation. That will be an advantage to the smaller provinces while it cannot prejudice the case of the larger provinces. because those with a population of a-million or two or more will be in an advantageous posit- ion in any case.
