A singular fatality has attended the Anglo-American High Commis- sion in the death of two of its members while yet its work is un- Bnished. Mr. Dingley, one of the United States representatives died while the conference was at w0rk,aud now we have to record the death of Lord Herschell, the representative of Great Britain and President of the ` Conference. . When he was appointed to that position Lord Herschell`s reputatipn as a man 'of distinguished abilities and probity and as an eminent jurist was such as to command the respect of Englishmen and Americans alike. He was received very cordially wherever he appeared in Canada or the Re- public. He devoted himself energeti- cally to the work of the commission during six months of its labors, and by his ability. dignity and moderation no doubt contributed greatly to the harmony of its sittings. On a few occasions only _Lord Herschell attended and spoke at pub- lic gatherings in both Canada and the States and his addresses on such ~ occasions were characterised by great breadth of view, an amicable spirit l and much felicity of expression. A few weeks ago he met with an accid- great service _to his party, his county and his province ; who has established and maintained through forty years of public life a foremost place in the confidence and esteem of his fellow citiz--ns in lfrinceanll lllrullghout the Island; who enjoys the esteem and confidence of all parties and creeds ; who possesses moreover the dignity and urbanity which fit him to adorn the highest station ;”-if our cor- respondent ha"l said this,every intel- ligent reader would have known wl10 was meantand it is safe to say the claim would have met with general and hearty acceptance throughout the province. Seme stanzas in another column under the caption of “Home” have a. local interest from having been writ- ten by Mr. Frank Gillespie, formerly of Clyde River, P. E. I., and now in Hawaii. They were clipped from a Honolulu paper, to which they were contributed by Mr. Gillespie, when recovering from an attack of fever. Sitting on the seashore thoughts of his Island home came over him, as doubtless they impress many hundreds of Islanders whose lot it is now to live in distant lands. Mr. Gillespie went to Montana a few years ago where he joined the Volun- teers ivho were sent to Hawaii after the Islands became annexed to the United States. He is now engaged in surveying and building bridges and forts there. There is renewed comp‘aint against the imperfect ballot system in use _in provincial elections in New Brun- swick. The system is quite unlike .that of balloting in Dominion elec- tions. The ballot papers are supplied by the agents of the candidates. In t-he various counties there are from two to four candidates of each party and usually the party baliot has printed on it all the names of the party candidates and no other. The elector is nominally free to write his own ballot paper, or to take any .printed ballot and strike out a name and insert another, but in actual practice it happens that a ballot is placed in the hand ofa. voter andhe is ,toldto hand it to the returning officer. For that ‘matter our present respected Governor ~-might be called a Prince County man, ' *having long represented a. constitu- ‘ency of that county in the Island legislature, and been several timesl chosen by the Conservative party in Prince as their candidate for the Commons. But we do not think an oilice of this high character should be restricted to satisfying any _mere sectional or local claim. - But while the claim of the western section as presented by our correspon- dent is weak, it would undoubtedly be very strong if presented in another way.
