Continuing, Mr. Campbell dealt ar some length with the corruption prac- tised in connection with the bridge ex- penditure The Crapaud bridge was a standing monument of the incapacity of the present Commissioner of Public Works It was acrying shame the way the people ot that fine district had been treated by the government. He advised the government! against having anythiog to do with creosote bench work in conrection with the bridges. ln 1894 one particular supervisor spent 230 on one road machine in Lots 29 and 30. Inthose lots many former Conserva~ tives voted Liberal at the last election, and it leoxed very suspicious. Bat the day of reckoning is near at hand; the voice of the people willtwunder throughout the nro viece and cause fear trembling and dis- may in the hearts of the Liberal members, Fully oee-balf of the money on roads in Queen’s County was spent for corrupt pur- poses. If the government allowed him a com mission to investigate he would prove his poiot or pay the expenses of the com- mrenion. Mesers Chalmers and Davison never re- ported that the debt of this province wheu the Conservatives went out of power was $171,000, but tbose gentlemen said tbat it war $102,000. We said we could reduce the expendi» ture, avd the people wok us at our word. We carried oat our promises, »ad in one year we Dad a surplus. Mr. Campbell here went through the various expenditures of the Conservatives end compared the eight years of bis adminis~ tration of the Peblic Works Department with asimilar period under the Liberal», showing that while less was expended, far more public works were erected and that the roade and bridges were efficiently maiotained. Thecharges brought again-t the Conservative party are therefore groundless, Proceeding, Mr. Campbell showed chat when that Goveroment came into power the subsidy from Ottawa was $187,000. We got an increase for population, and the government of the day pressed our claims aad obtained what are now termed windfalls. The Conserva- tives got in all $117,000 asd saved that much in taxesto the people. But by missrepresentation the Conservatives were defeated at the polls. They went out of power leaving an increased subsidy of $20,000. Tus present government came in with that advantage and got up a statement that there was a debt of $171,000. They iseued debenture for $185,000 io do certain works—works which they never perform ed — and today tbey are about issuing debentures azain promising to do what they said they would do before. Is not this deceiving the people. They promised torun the finances properly, but in the first year iheir expenditure was 2304,000, and their deficit $30,000. Each year since it bus been the same, and they piled up a debt of half a million against this province They charge the Conservative party with drawing $260,000 trom capital, yet at the time this was done the measure for it was paseed by the Lib- eral Legislative Couneiil. If it wae wrong the Liberals are equally guilty with the Coneervatives. Besidee, the Con- servative Government in taking the money only reaped where they had sown, and they ! touk itto save the people from taxation. But the present Government have never added one dollar to our capital. They a wheu saucy was never contempila 1. He believed that hundreds of accounts were carried over from last yearto keep down the d ficit, and charged his colleague with having gooe back on his pledge to vote agaias: deficits. In conclusios, Mr. Campbell advised the eupporters of the Government to shake off parity shackles and assert their mao- hood and their rights and press energetic- ally the claims of the province upon the Dominion. He then moved the following anrndment to the motion to go into sup- piy t= Whereas, The prevent Government ob- tained power by promi-ing the electors of this province that they would so ecunomise our resources in reducing the expenditures in the various departments of the pub!'c rervice and so efficiently conduct the busi- nets of this country that they would make { revenue and expenditure meet. Aud Whereas. the Government have completely failed to carry out their pre~ election promises to the electorate of this Province, but have greatly iucreased the expenditures and reduced our revenue by expending large sums of money on our roads, upon pelitical favorites, and wast- iog the assets of the Province by giving large discounts ip the Land Office. And Whereas, The Government for the last five years have not made any effort to place the finarces of this Province in @ preper condition, but have extravagantly spent our revenues on our ferry eystem and upon a'l the various branches of the pub lic service thereby creating large deficits every year thus rclling np a very large and burdensome debt, whieh has een largely increased this present setsion by the legis~ lation already passed raising the debt to nearly $1,000,090, which will require nearly all the taxes at present collected te meet toe ansual accruing interest. Resolved, That im the opinion of this House & commitiee of seven members of this House should be appointed to examine into the fioancial standing of thie Province with a view to ascertaining what reductions can be made n the expenditures in the various branches of the public service, said commi'tes to have power te send for person®, papers and records of all the several! departmenta. Aad further resolved, That when said committee have made an investigation ane aceertained what expenditures can be pro- perly redaced without materially isjaring the public service, that said committee also inquire and suggest to this House the best means of supplementing eur isco me #0 a to place the financiai affairs of this Pro- vince oo a fair and proper ba sis, and re- always welcome. tertainment to be given in the Lycenm ov port to the House as sye-dily as possible.
