Tue mystery of the “Asylum Aunex” jac for many months been puzzling many peoples How it happened that additional accomodation for “the most helpless of Goe’s creatures,” which was repreeented as an absolute necessity in 1896, had not been provided, though money had beea borrowed for the/special purpose offensuring the erection of a new building end a plan 8 1d specification had been prepared and con” tract extered into, was the problem which * persons not in the secret eould not solve. The explanation was given last evening when the whole disgraceful story was unfolded by Mr. Shaw. Mr. Shaw set forth and proved by documentary and other evidence that- 1. Acontract between the government and Mr. Walter Lowe was entered into in Aucust 1896, for the erection of the build - ing. Aecording to this contract, Mr Lowe was bound to follow the plans and epecifi- cation subject to the direction of Mr.C B Chappelle, and was to make no change ATS eT Ce z Ry ARNE? | elad to he ant of it, We ean hardly te-| DAIL link Laid i jdieve tose Me Wartartwa uade:stoud this care when he consented to succeed Mr. Peters, and to sssume responsibility for the acts of the previous adaninistration. <<a > GOVERNMENT sTOcK FARM Tar report of the Commessioners shows that here are now on the Government Stock Farm six working horses, thirty shortborn cattle and twenty. nine Ayrshire cattle. In the past year six calves were sold at Char- lottetown for $205; five calves were sold at Georgetown for $82.50 and five calves were sold at Summerside for $174.80. Some fat cattle and some barley and oats were also sold, realizing $742.85. The balance against the Farm on the 15th of April last year was $7,892.70 and on the same date this year, $8,168.93. cciiianeailta illite saan NOTES AND COMMENTS. —Perhaps the Commissioner of Public Works will now explain what was received by the Provincial Government as payment for the old asylum building. —A succinct outline of che very able and convincing speech delivered by Mr. Martin in the House of Commons, a few days ago, respecting the claims of Prince Edward [sland to addittional railway ac- ETFEST Of Cession of Spanish West Indies to the United States, VIEWS OF HON.
