Anarchism, while it has obtained a hor- rible notorietyl from its avowed and practiced doctrine of the assassination of rulers, is not in' this country very generally understood. It owes its origin and early development to Pierre Joseph Proudhon, who was born at Besancon, France in 1319 and died in 18%. Proud- hon was the son of a cooper,but managed toobtain a liberal education, and from l848to 1847 was employed in a commercial house at Lyons. At the outbreak of the great revolution of 1848 he became promi- ` nent in the soclallstic propaganda of the time, became popular, founded several short-lived newspapers in Paris, was elected to the Constituent Assembly, was afterwards imprisoned and lied to Belgium, but under the Republic was allowed to return to France. The doctrines taught by Proudhon, him- self an advanced Socialist are the doc- trines of Anarchism today. An eminent writer on Socialism tells that Prcudhon taught absolute individual liberty, free from all restraints of government or law. Proudhon said that “the true form of the state is anarchy,” meaning by anarchy ofcourse not positive disorder, but the absence of any supreme ruler, whether of king, convention or parliament. His followers have extended the system to mean the overturn by violence of all constituted forms and institutions of society and government,all law and order and all rights of property,with no purpose of establishing any other system of order in the place of that destroyed. On this foundation has beep developed the most dangerous and duinnable orga- nisation that ever existed on earth. Its conclaves, most numerous in France and Italy, have also a foothold in most civi- lized countries. They proclaim death to all rulers, select assassins to murder emperors, kings and presidents, and the selectedagent must do or attempt the deed assigned him under penalty of death at the hands of his fellows. It is not for freedom that Anarchists contend but for the abolition of all restraint by Govern- ment or law. Hence the President of a republic is as obnoxious to them as a hereditary sovereign. Hence the fact that two of their most conspicuous ' vit- Iims have been President Carnot of France and President McKinley of the United Statets. King Humbert and tl e late Empress of Austria also fell by Anarchist assassins. The Nihillsts of Russia, a revolutionary body confined to thatcountry, are similar in doctrine and practice to the Anarchist of Southern and Central Europe.
