Palmer, 1 Miss H. Anderson and Miss M. Pslmsr took part.” Dr. James Mt-Leod read avaluiiole and instructive ptp_er on sanitation as a preventive of dis=ase with special reference to con. sump ion. He treated of c--insumptioia as an adniitttdly infectious disease, _the germs of which may be received from many sources, contact with infected persons-, infected houses, dust, the use if the milk of tuberculoue t ows, &c., He give-alarming statistics showing how very large 'ii proportion cf the toral mortality arises from i tuberculosis. The tuberculin ttst- when a.pp`ied ‘ to cows in Englind' and Germany showed from 40 to 50 per cent-of inf cred cows, and these in many cases to all outwgrd appearance healthy and in good condi- tion. Careful iuspection of milk offered for sale in sections of England had shown that 25 per cent was from tuber- culous cows, All this went to show that tuberculosis was largely preventinls. The infection derived from diseased milk might altick the brain, the lungs, the glands or the alimentary caniil. The necessity of keeping the herds uu- contam usted, the inspection of milk, the better ventilation of houses. andthe isolation of tulerculons patients, to- gather with the good resulisfrom sani- tariums for consumptives were touched upon. Dr. McLeod regretted that this province has no machinery for the col- lection of vital and moituary statistics. We have no means of knowing how many of our people are- yearly dying from preventable diseases. In this re- spect ws are behind almostall civilized countries. In civic affairs we are just as bad. with a medical ofiicer psidf a mere pittance, no inspection of houses. and no provision that a house shii.l'l have even one faucet for water. He thoughtthe Woinen's Council had here a great field for bringing their influence to bear on the _government _and .City y Council, and he felt sure that the Mavpr, n medicalman, would heartily c_o~opfer- ate with them as would the profession ‘ generally." ' A 'A pleasing vocal duett by Miss Win-i nie Cotton and Mr. i\'lcL»ian followed, after which Mrs. Robert Campbell read a valuablepaper in fa-vor of appointing- ‘ women members of school boards as had been done with advantage in other ‘ cities. V ` 'Judge Warburton in speaking to this question said the matter had been brought before him while he was Pre"- mier and had then received his favor- able consideration. Hc suggested that it .might be better to deel with .it in‘ a cotiipiehensive stay by a general law applicable throughout the province.
