Surely in every case a claim should be present- ed and some opportunity given the Government to settle without a suit. in this-case the iirst and last they knew about the claim; was to be found in a petition to the Governor- in-Council in the name of Davison, signed by John H. Bell, his attorney and agent. They never got u claim, never got an account, never got any opportunity whatever to settle, and Mr. Bell simply came in and said "we want you to allow us to sue you; we want you to grant permission to sue the Government." This sum is made up or ‘ the money originally taken over at March 24th, 1914 (which was then oil deposit in two or three different banks), and moneys they have cul- lected from the contract-holders since. There is no doubt but that the company should have kept all this money in separate blinking account, but they failed to do this, and quite recently thevstandard Trust, Limited, has been appointed receiver by an or der of the court. They have made a demand on the Dominion Trust Com- pany for this sum, which they are now unable to pay.
