But whilc the present hotel accommodation might be sufficient. for our present needs, it would not be sufficient to meet one-fifth of the demand we might expect when the Car Ferry was completed, so he hoped the most would be made of the time at our HOW T0 SECURE CONCESSIONS Proceeding to deal with the improv- ed telegrnphie facilities, the Premier .said they were aware that for many years the telegraph arrangements were iinsntinfnctory. His predeces- sor, llrlr. I-laszard, had done his best to oflcct an improvement, and to se- cure a night service at the rate of fifty words for fifty cents. He thouglit be had siicoecdcil and ought to have succeeded but at the last moment the conipauy turned it down. When the Government went into of- fice it immediately tackled the ques- tion, but instead of askinil flffy words for fifty cents, it asked for fif- ty words of a night message at the same rate as ten words of a day mes-\ sage, viz., thirty cents. And the Government got it. In addition the Government induced the Telegraph . Company to give concessions in night. and deferred cable service to the old country, reducing the cost per word from 25c. to 950- P" word. Those concessions did not come by accident, but by the J'\ldiCl- ons use of the powers in their PUB- sesslon, powers which the late Gov- ernment similarly possessed. The Telegraph Company received a subsi-I dy of $7,000 from the Federal Gov- ernment, pnyrible only should they maintain a satisfactory telegraph service. But while the late govern- ment signed the certificate every half year for twenty years, or 40 times altogether, that the service was sat- isfactory, the present Government when it came into office refused to sign any such false certificate, with the result that the company imme- diately came in search of it for terms instead of the Government having to hunt after them as the late govern- ment had been doing. Not. only had the government forced these canoes# sions from the company, but had been able to compel them to' lay a second cable which would make us independent of any interruptions such as had so seriously interfered with the 'l‘eli-grnpii Company that as the result of the concessions their busi- ’i‘en 1*.
