judgment rendered by the Court of Cas-
s ation in the Dreylus aiair, and publish-
ed by order of the Chamber of Deputies
in every commune ot France, discloses
the important fact that Dreyfus is not to
be tried upon the general charge of trea-
son. hut upon the question whether he
committed a particular treasonable act
which is specified in the judgment. That
