Crime in Califernia It is not denied that we lead the worid for crime, in the direction of fraud, defal- cation, robbery, homicide. suicide and famiiy disruption. We are less than a mu! lion of people and scarcely 4 cay passes that does not record a» murler, a suicide and a maniac ; with a due proportion of lesser crimes. We have three lunatic asy- lus, with 3,000 inmates. We have 5,000 persons in jail. .Amongthese are at least 50 murderers. In this city alone we have now 15 for trial. No other land -in Chris- tendom can show such a record. There are good reasons for it,all of which should be removed as fast as possible. Our good name, our well-being, the interest of our children, and our future depead upon the removal of these causes, and the pro- duction of a more healthy moral atmos: phere. These causes may be summed up thus:— Our leading and richest men have set an example of almost total depravity. They VOL. 19.—NO. 166. Fish Trape-— There continues to be a light trade in Fish and prices are without material clange. Mackerel are in small supply, but dealers are cautious about buy- ing at present rates. The bulk of the re- ceipts the past week were from the Provin- ces, with sales of Nova Scotia extra Is at $20 to $25; ordinary No. 1 at $16 to $18; large No. 2 at $13; and large and medivm No. 3 at $9 per bbl. .Bays are mostly in dealers hinds and are held at previous been have made their wealth by means no better han burglary, swindling, perjury, bribery | and treason. The sight of these successfal moral monsters, is an incentive to crime in} all lesser minds, and to murder and mad ness when that crime cannot succeed, Another is the preseuce of the Chinese slave. Thirty years ago, for an ambitious young man without a trade to be bankrupt in some new venture was nothing. He could go to work in any part of the United States, as President Lincoln did, plow, split rails, or gather the harvest, and rise again ina few years for another effort. Here it is death, despair, madness, suicide, murder, anything but that. It is to descend into the slough of Chinese cheap labor, in which there is no hope, no wife, family, friend or future. Crime, suicide and mur- der are the natural fruits, and we have a rich harvest. Our origin, the hopes with which most of us came here, and the utter prostration of those hopes have much to do with it. We are par excellence, a disappointed people. We came for fortune and we find ourselves wrecked on the shoreof this Chinese Dead Sea of cheap labor. Itis horrible! It is intolerable! Ordinary human nature can- not bear the strain. American human nature will not. It will take any steps but that. Americans prefer the penitentiary, to labor with this slave. If you doubt it, go and count them there ! Our laws have much to do with this de- plorable state of things. The lead- ing men did not will that crime should be pumshed with rigor and promptness Alas! it would have reached them, and crumbled or pre- vented their great fortunes. They insisted that only bootblacks and newsboys should / be convicted by our Courts. They have so framed the law, and framed their counsel, that all higher crimes, when money comes to the trial, are put off forever, Or, restlt in-w mere perversion of justice. The command of the Constitution 6f the United States that all laws shall be just and equal to all persons, is set at defiance and of none effect. All great criminals escape or are never brought to trial. We do need ;arevised and much abbreviated Criminal , Law, that will reach straight to its purpose. Let us have it.—San Francisco paper. SS ee Postal Service in the United States. The clauses of the President's message | dealing with the postal services are most in- teresting, as showing that lower rates of sohe age and increased facilities to the pub- lic do not necessitate a permanent nhs. tion in the revenue of the department, I The lowering of the rate of letter postage Ee 1883 from. 3 to 2 cents wes followed in July, 1885; by an increase in the allowable Is eight of letters from one-half to one /ounce, and adiminution in the postage ipayable on newspapers by one-half, All 'these, as well as the necessary extension of the service to the newand devel ping territory of the West, tended to enls arge the difference between revenue and ex- penditure, and the former fell off some two millionsa year. The recovery, however, soon began, and in the iwelve months end- | ing June last the receipts had risen from ‘the lowest point to the extent of nigh a million anda half, with the prospect that ‘in a year or two the effects of the reduction l will have on disappeared. As is the | caso in Canada, the postal service in the | United States _ to pay for itself, and ms 13 to receive an annual grant from the! of eight and a quarter millions. easulry ei eal It / A Refractory Bridegreom. It seems impossible for even the strongest Gorernmeut to secure anything like «a certain tenure of oifice. A few days ago it looked as if M. de Freycinet was master of the situation; now he is out of power, and not likely to accept office again. The cause of the con- stant changes in the Government is the existence of more than two parties, there being always three or four. The Moders* Republicans are the strongest, and number 230; the Reactionaries, including Legitim- ists, Bonapartists and others, number about 200; and there are about 159 Radicals. The Government is therefore constantly in danger from a combination of two parties agaidst it. in the present instance the Reactionists and Radicals united to defeat it, although they have nothing whatever in common. There seems very little chance of an Administration being formed with any prospugt of stability. ————S a —- St. Petersburg Threatened, St. Petersburg is ‘ional al by the sea.
