S. Macdonai , president, told the 67th annual meetl of the Confederation Life Associa ion, founded by his father in urn. "Ilife insurance companies, as trustee] h- their policyholders. are in duty bound to warn govern- ments of the breakers and reefs to which they are steering. In- terst rates act as s balance wheel, or govern, on our national econo- mic machinery. Iiney either ad- just the machine, by operation of the law of supply and demand, or the machine explodes. It is as dangerous to the well-being of our to allow interest rates to fall too low, as to soar too high. If the rent on money every falls to a level at which there is no advantage in thrift, our advance to prosperity will be hopelessly re- tarded," urged Mr. Macdonald. Pointing out that life insurance companies. on behalf of the own- ers of 3.500.000 life insurance poli-, cles, had vwo billions invested ln Canada, he said that governmental insistence on "cheap money" pena- lized these policyholders. Their contracts were based on rates of interest which had been calculat- ed to guarantee prompt payment ofsll obligations. Low interest rates effected the face value of their loans. the rental return on their savings, and, if long con- tinued, must affect materially the cost of their insurance. Canada's “ohea money" galley th that oi reat Britain and could not long con- tinue. Mr. Macdonald warned. It would be impossible for Cen- sda to borrow even at a rate e ual tn the yield on British secur ties if any real threat of forced con- version arose here, Mr. Macdonald predicted. Conversion. of a coerc- ive naturc. was nothing less than repudiation. and was not a so - tion to Canada's debt problem. he asserted. "Forced conversion is wholly. undesirable and unnecessary. scal- ing down of debt is sometimes essential-but it must be by Xhutual agreement between debtor and creditor." said Mr. Mardonald. Tho federal government had oi- fercd voluntary crnversions as bond issues fell due and had reaped greater advantage by keen- lng faith than could have been done bv comnulrorv methods. he said. quoting Hon. C. A. Dunningb statement that Canada's average rah of bond int-rest had droired 21.1 per cent slvce "ii". i1 Rffltfil‘ derrense than the 25.104. decline in tustralln. He. complimented Mr. Dunning on his determined efforts to bal- ance the Dominion budget. "The minister will need all the support we can give him because his dif- ficulties will be greatly increased by tbe necessity of rr/slng money, possibly at higher rates of interest. to meet the expenses necessary in the defence of peace," he added, referring to Canada's armament prcgfaln. "Canada now has a problem of national defence. if it is to do its part in the maintenance of peace and is not to be the ob- I .c. oi attack by algrzssor na- tions." Governmental economies must be undertaken in other directions to compensate for the increased burden of defence, he suggested. “In bolstering our defences. and in constructing only such public works as will yield an immediate profit or cannot be postponed, we must put ie men to work and eliminate waste in the doing.
