Pictou was yesterday thrown into a fever of excitement over a report, circulated to the effect that a vessel was floating, outside the ha-ber, bottom up. The hearts of those who had fathers, brothers or friends at sea throbbed mournfully, while others of a business stroke of mind prepared to seek the ill-fated vessel. The steam tugs Dragon, Albert and Gypsey sailed quickly in search of the prize, and, as the Princess of Wales entered Pictou harbor, yesterday morning, the trio might be seen scudding towards a dark object in the straits, —the supposed wreck,—which proved to be an old t-house belonging to Mr. John H. Hales, which broke loose from its mooring in this harbor during a recent storm. Tue sample rooms in the basement of the Revere House ‘rere broken into last night, and a quantity of samples belorging to Mr. N. T. Norman stolen. We learn that, at five o'clock, the police on beat on Water Street, found an empty box near the gang- way leading to Duncan & Co’s Wharf. While examining it a young man informed them that it belonged to an agent at the ‘*Revere.” They went to the ‘‘ Revere ”’ and found one of the windows facing the St. Lawrence Hotel raised, and a pane ef glass—under the hasp—broken. Under the window were displayed a large number of samples. Going to the large window, facing the Steam Navigation Co’s Office, they found a pane broken, and a revolver taken. The box which the police found on the street was taken from the window facing the St. Lawrence Hotel. It con- tained a quantity of razors to the value of fifty dollars. Orrawa, April 23. _ The Special Committee on Chinese Immigra- tion met this forenoon, and examined Mr. Dewdney, M. P. He expressed generally a favorable opinion of the Chinese, and was not opposed to their being employed on our public works. The only danger he apprehended was their coming over in too large numbers. A caucus of Conservative Senators is said to have been held on Saturday last for the purpose of considering the question of Cabinet representation in that House. A conference of legal members was held this morning with reference to jthe Supreme Court. They proposed that there should be three fixed sittings of the Court to be held on the third Tuesday in February, the second Tuesday in June, and the first Tuesday in Uctober. , It is probable that the Minister of Justice will incorporate a clause to this effect in the Bill now before Parliament amending the practice of the Court. There was a meeting of Conservative Senat- ors on Saturday afternoon te discuss the rep resentation of this body in the Cabinet. After considerable consultation it was ar- ranged that things should remain as at pres- ent. , Sr, Pererssure, April 28. A peasant has been arrested with a letter containing a plan of attack upon the winter palace and the prison in which Solovieff is con- tined. Although the letter was probably a hoax, the garrison was called out. The Czarowitch has received anonymous letters warning him to go abroad. Murders continue. The Russian Government find it impossible to secure porters to guard the doors of houses and prevent the posting of placards in St. Petersburg, because the Nihilists threaten with death all who undertake the service. Gen. Gourko seems to have been removed from the Dictatorship of St. Petersburg be- cause of the impracticable nature of his or- ders. LonDon, April 28. GRAND SUCCESS OF FINANCIAL DISINFECTING INVENTION, POLICY—-A Wasurxeton, D. C., April 19, 1879. The grand success of the financial policy thus far pursued by Secretary Sherman is the wonder of Washington, and even the Greenbackers and inflationists are free to admit that it is a surprise to them, and an achievement ‘‘ worthy of a better cause.” The fact is, the success is due to no one man and no party, butis the result of re- turning confidence in business and the ability of the Government to meet its obli-| gations. Sec’y Sherman announces to-day that Department’s circular No. 60. of April 16, 1879, is hereby rescinded, all the 4 per cent. bonds theréin offered for sale haying been sold. The ten dollar refunding certi- ficates will hereafter be exchanged for law- ful money, in sums not to exceed $100 at jone time, by the Treasurer and Assistant- Treasurers of the United States, and by all public officers bonded for that purpose. Thev will not be issued hereafter upon the certificate of any national bank depository. Commissions on such exchanges heretofore or hereafter made will be allowed at the rate of one-eighth of 1 per cent. on an ag- gregate of $1,000, without regard to the period in which such exchanges are made. These announcements indicate that the Government is now in a condition to run/ economically by saving a large amount of money now paid for extra interest on the 10-40 bonds. After the Ist of July these will be replaced by 4 per cent. bonds, and the work of refunding will have been com- pleted, so far as it can be done, for several ears. The debates in the Senate and Honse go on interrupted by the public busimess, Re- publicans and Democrats alike seeming bent upon making campaign thunder rather than to hasten the essential work of the session. It looks now as if the 4th of July might be celebrated with congressinen at the Capital. The only bill finally passed this session is that making an appropriation for the re- frigerating and disinfecting ships to pro- tect Southern ports from yeilow fever. The ship will be ready for work by July Ist, probably. I should not fail to mention that the success of the plan ef Professor Gangee, who is the inventor of the process to be applied by _ this vessel, has inspired a private com- pany to organize for the construction of another vessel supplied with his apparatus for making ice to furnish the markets of cities on the lower Mississippi. They an- ticipate that this will also, in an emergency, | prove of general good as a sanitary agent. | [ should not forget also to -mention that Prof. Gangee is the gentleman ‘who, for tried to ascertain the cure for the cattle diseases which have so troubled the coun- try. The itfformation thus gained is likely to save the Government a large sum of money. Commissioner Le Duc, of the Agricultural Department, has asked Con- gress for $250,000 to do the same work which has already been done.
