We have our doubts as to the practicability of sucha. measure, but if it is constitu- tional, or power is hereafter given to the provinces to legislate in this way, it would be a decided advance be- yond the provisions of _the Scott Act. It is- admitted that the provinces have now the legislative power to prohibit the sale of liquors within their jurisdiction, but have not power to stop the manufacture or impor- tation. The same defects pertain to the Scott Act. But if parliament will now enact s. law under which the electors of a province, by a majority vote may be enabled to prohibit the manufacture, importation and sale of intoxicants it will go far toward satis- tying the temperance people. It appears that a bill is being pre- pared by the majority of the prohibi- tion committee along these lines Its development, its provisions, and what parliament will do with such a bill when it is evolved will be matters of keen interest te the temperance peo- ple of Canada. during some weeks to come. _ Church Services. urrrno nrsr.
