Wambolt, a strapping young man, aged 22 e to vote under one or other of the existing |f qualifications if he chooses to have his name placed on the lists, and, therefore, manhood suffrage would not in any ap- preciable way extend the franchise. What it would do, however, is to simplify the basis of qualification and substitute citizen- ship for the half dozen classes of franchise now prevailing, an advantage that ought to be availed of. The simplification of the franchise by the adoption of a single quali- voters would make the system more work- able and meet with general approval. —The St. John Telegraph says :— “Canadians appear to be more stable in their party allegiance than the people of most countries enjoying responsible government. Ve have had but two changes of administra- tion since confederation. In the like period Great Britain has had six changes, France a larger number. Between 1856 and 1876 succeed each other, whilst, in the same period, New Zealand had 17 governments, with the distinction of five cabinets in seven months. Victoria had 18 ministries in 22 t years; Tasmania, 12 in 2] years, while in the same space of time New South Wales had the luxury of 17 governments.” Canadians have an exceptionally good gov- ernment.
