NOW Yllli- ‘The Strongest Memory i: Weaker Than the Weakest Ink.‘ ' WEDNESDAY, MARCH 27. 1M6 Those Food -$ubsidies Talk of subsidies, says the Ottawa Journal, and the average Canadian looks blank; tell him that the Government has been spending %me- thing like $125,000,000 yearly to give this country cheap food and he may remark that it is a lot of money and wonder where it all went; suggest they be discontinued, and he most likely will ask what difference that can possibly make to him. The truth is that while lubsidies have played a. major role in Canadian economy during the past six years few other major Government expenditures are so little understood by the people. Yet they were about the only Government spending which touched lircctly the family pocketbook. ' The future of all subsidies, and they were 00th direct and hidden, is about the most con- iroversial agricultural problem bcfore the Gov- ernment today, or likely to be brought up in Parliament this session. It is known there is considerable difference of opinion as to what ihould be done. Subsidies have been a major item of price control policy during the war years. They were employed in several ways, but the net result has been to control and keep level food prices on the domestic market, and encourage produc- tion sufficient to irieebdomestic needs and pro- vide surpluses for export. There were such dir- ect subsidies as the two cents a quart on milk and eight cents a pound on butter, and indirect oneslike the payments to ifrmers on milk pro- duction, freight assistance on feed grains, a5‘ sistance to Prairie farmers, subsidies on wheat used for domestic milling which reduced the p'rice of bread, subsidies on canned goods and " on sugar/ beets, quality premiums on hogs iind cheese, import subsidies such as those on oranges fora time, and many others. The whole story of lubiidievs has never been told; the total oost can only be estimated but was likely as much [,5 $150,000,000 in I944, somewhat less suitc- Therc are those who contend that if ever we are to get rid of this huge cost to the treas- ury this is the time to do it, while purchasing power remains relatively high and people can afford to pay somewhat more for“ food.‘ _lt would be almost impossible, and political suicide for any pgfty in power, to drop most of these gubsidies should the general level of earnirlfii decline. Labor troubles, demands for higher 133:1! and possibly strikes, would be almostjiiwll‘ :ble, for the cost of living would certainly go up. Farmers, notes the ]ou'rnal,_ are 0f _t}V0 minds on the matter. In the mam they dislike the idea of being a subsidized class withiii tlifi Canadian economy but can sec no chance of reducingtheir prices while mflfllllllilua¢f1 i they must purchase. and wages of t eIr t help, continue tn rise. We have two organ- izations, a Federal and Provincial, in being, and now a City Town Planning one in prospect, all of which is reminiscent of "jam yester- day, jam tomorrow but never jam today" which is what wehave wanted for the past two years. iiilli Family allowance payments are being made to children’s aid societies and other welfare or- ganizations for a total of 9,609 children. it was reported in a return tabled in the Commons. The resulting closer supervision of sales of ex- tracts and a stricterenforcement of the provis- ions of the Intoxicating Liquor Act respecting them, together with the order of the Dominion Government restricting the quantities of lemon extract authorized for manufacture and re- ducing theAlcoholic strength of extracts have had a very beneficial effect.
