Kesson, has found that certain aspects of the Unemployment Insurance Act have been puzzling to workers, and has attempted- to clarify these pointfi for the Charlottetown Guardian. Mr. Kesson rrports that the Act provides protecitirn against the evils of unemployment for B0 per cent of Canadian workers. Insured workers who income unemployed through no fault of their own will receive a mrney income in the form of benefit payments from the Unemployment Insurance Fund which ihrir contributions are help- ing to create. In order to receive benefits, an insured worker roniributiw to the Unemployment insurance ‘Pund for 30 works tor 180 days) within the fwo years preceding the date of claim for benefit. For instance. the i worker who began contributions on ‘ July lst of this _vcai' and continued these payments until January 27th 1942. would be eligible for benefits. After the unemployed worker has put in the nzne day waiting period, his benefit payments begin. The Unemployed wcrker who places a Clnim for insurance bene- fits milst be capable of, and avail- able for work but unable to obtain suitable employment. Suitable em- ploy-merit does not mean that the worker is required to accept any position that may be available. For example. he can decline an offer or employment if it is not work in his usual occupation, when the wages are lower or the conditions less favorable than those which he might reasonably expect to ob- taln, taking into consideration the ivogcs and working conditions in his usual occupation. A worker need not accept an ot- fer of employment nris ng because of stsppage of work cue to a labour dispute. A Worker can also refuse an offer of ccnplcymrit‘. in his us- ual occupation if the wages are lower or the condztiom IP55 favor- able than those observcd by agree- ment bet-ween employers and em- ployees. or where there is no such agreement. than those tucognizcd by employers. There is no dircrfminat-icn against organized labour. For many years Labour organizations have urged the adoption of unemployment in- surance legislat-icn and are now giving the new plan their full sup- port. One section of the Act es- pecially provides that no insured worker will be disqualified from re- ceiving benefits if ho accept employment which would prevent him from becomin ization or union of workers. In conclusion Mr. Kcsson stated Rhnt the Unemployment Insurance ct was by n ea ha til appreciation of the national body conceived meiilsulx: Arlsineiniinr: oy- em/pioyors and oinnl"\'""* ~--~ suited before it was passed.
