This would mean that 75 per cent. of the men -would have to pay the tax as they are mostlv men who work in the shanties in 'the winter shipping men claim the number who come from St. John and Halifax for the summer, which used tc. he large enoug-li, has dropped to almost noth- ing and that the Portland immigra- tion is altogether stopped. THE NEED OF EXTEN Probably no Province in Canada is more in need of road reform tbaq our own. The fault was in laying out the roads at the beginning. -They were made to follow the township lines, almost entirely- regardless of grades. In consequence our people have gone on for a hundred years climbing hills, which might have ' been in many cases avoided without even increasing the length of the _ road. In not a few cases a leveliroad could have been made around the _ base of a hill quite as short. as the present road over its summit and on which three.times_ the load could be drawn by a team. It has been at enormous cost of power and loss of time that ’ our generations dragging heavy loads over hills that. might be avoided. Even in light driving the loss of and down hill, and the horse walk- ing the up-grades fully tivo thirds of the time of a journey is taken up with the iip-hill climb. The remedy is ,not so easy as might be hoped. Farm houses and buildings have been erected along the existing roads and it would in many cases greatly disturb the convenience ol the owners to have the roads re- moved or diverted from present ' routes. Still there_ are very many cases where great improvements might be made in road location without serious detriment to vested rights.
