of prisoners whose detention is \in-
desirable on account of their condi-

in this way would have to return to
prison on the expiration of the WP
iod stated in their order oi release, or
would he liable to arrest without i
warrant.

BANGOR, Mc., April 22-The bun-
ters and t.rappcr's record for the
stute of Maine was broken early this
week when Calvin Graves, of HanCOCl!
and his two sons, Thomas and Ar-
thur, cnptured six black foxes near
Mt-Farland’s hill in the town of Han-
cock. Black foxes, alive, are worth
large sums of mcney,, anywhere iro_m
$4,000 to $10,000, and to capture six
of them all at one time was rt pretty
good day’s work. .,.It is quite proh-
able that these will he sold to parties
on Prince Edward Island, whcre the
black fox lndustry is an important
one. It is understood that negotia-
t'ons are pending at the present
time.
The find was made entirelY by “Wi”
dent when .Graves and his two sons
were out hunting. They surprised the
mother and five little ones, all excel-
lent specimens, three of which were
females and two mules.
The little ones are about' two
months old and in the finest condiii0!\

view we must provoke constant quar-
rels at one time with Turkey and at

schemes for future aggrandlzement
and all the while secretly rousing the
jealousy of the minor states against
lt. In this way we must bring lt to
pass that one or the other party shall
seek aid from Russia and thus we
shall exercise a sort of n protectoratq
over the country which will pave the
way for future supremacy."
No diplomat of today could sum-
marize Russia’a activity in the Balkan
war more clearly. Servla, Montene-
gro and Bulgaria are jealous of Aus-
tria’s creeping power and have turned
to Russia for support. That is the
protecorate. And as for future su-
premacy! Poland once turned to Rus-
sia as the Balkan States do to~day.
To Eliminate Austria
Peter the Greut’s dream was to
make Russia mistress of the world.
His entire plan worked to that end.
First, lie said, Russia must get Fin-
land, Poland, the Baltic Sea and the
Black Sea. Those conquests are a
matter of history. Then India and
Persia were slated for overthrow.
Russia has spread around the Caspian
Sea. made Turklstan a subsidiary
province and only last year went into
Northern Persia.. Only Afghanistan
remains between Russia and India.
Russian princes have taken German
priiicesses as their consorts as Peter
the Great counseled. Then he comes
back to Constantinople. "We must
make the house of Austria interested
in the expulsion of the Turks from
Europe, and we must neutralize its
jealousy at the capture of Constantin-
ople either by preoccupying it with a
war with the old European states, or
hy allowing it ii share of the spoil,
which we can afterward resume at our
leisure."
Peter the Greal.'s plan to make Rus-
sia master of the entire world was:
"When Sweden is ours, Persia van-
quished, Poland subjugzited, Turkey
conquered-when our armies are
united and the Black Sea and the
Baltic in the posse§'sion of our ships
-then we must make separate and
secret overtures. first to tho court of
Versailles and then to that of Vienna,
to share with them the dominion of
the world. If either of them accepts
our propositions, which is certain to
happen if their ambitions and self in-
terest are properly worked upon, we
must make use of one to annihilate
the other. That done, we have only
to destroy the remaining one by find-
ing a pretext for a quarrel, the issue
of which cannot be doubtful, as Rus-
sia will then be already in the ab-
solute possesslon of the East and of
the greatest part of Europe.
A Good Dreamer
How nearly that dream materialized
makes one of the most interesting
chapters of Nnpoleon‘s life. The
French Emperor and Czar Alexander
I. met on a raft In the middle of the
Memel River at Tilsit and drew up
plans to divide the world. Austria
was then a cat‘s paw for Napoleon
through his marriage with the arch-
duchess, Marie Louise. But England
was too strong on the sea and Nu-
poleon began to pla`y Russia false so
Alexander broke his pact with the
French Emperor.
Peter believed the future supremacy
of Russia was ordered by providence.
He saw the star of empire working
its way north-Egypt, Chaldea, Baby-
lon, Greece, Ronie. France, England
and then the hordes from Russia and
northern Asia. He said:
“I look on the future invasion of
the eastern and'weste_rn countries by
the north as a periodical movement.
ordained by providence, who in like
manner regenerated the Roman no-
tion by barbarian invasions. These
emfgratlons of men from the north
are as the reflow of the Nile, which
at certalr. periods comes to fertilize
the impoverished lands of Egypt by
its deposit. I found Russia as s. rivu-
let. I leave it a river. My succes-
sors will make of it a large sea, des-
tined to fertilize the impoverished
lands of Europe, and its waters will
overflow in spite of opposing dams
erected by weak hands if our descen-
dants only know how to direct its
course. I give these countries to their
wntchfulness and care, as Moses gave
the Tables of the Law to the Jewish
people."
Tragedy of Snoring
John Westniitt, aged sixty-seven, an
inmate of Caxton workhouse, was
found guilty at Cambridge Asslzei of
the manslaughter of John Knight, ah
other aged inmate. Knight snored
durlns the night, and Westnutt, great
ly annoyed, struck him on the knee
with a belt. Medical evidence showed
that death resulted from septic ab-
sorption. The wound was not serious,
and probably would not have been
fatal had not Knight been a man of
weak intellect and low vitality. Wow
