Market Situation For Farm Products At the opening session of the Dominion-Provincial Conference held in Ottawa December ist to 3rd last to plan the farm produc- tion program for 1948. Right Hon. James G. Gardiner. said:- "We have been toidlrig these conferences annually since 1939. The first was called in order that I might make a report on Britain's heed. At the time I stated we were united with Britain in war and that, it would be the duty of our farmers to produce the food most necessary to supplement what could be secured elsewhere to mret the needs of the British P0011111- tion and the fighting forces. I stated then that fortunately for our farmers it was only necessary ,to usk thrm to put forth an cffnrt i0 produce mcrc 11nd in butter quality what they had been pro- (lucini: hr-fore the ivar and found it difficult. to market. "In the fall of 1940 1 vicnt to Britain and returned bcfore the conference. I was able as a. result of talks there to report more specifically upon what was wanted. Denmark. Holland, Belgium and Franco had fnllrn. Thr- 11c- wssity for having whczil. immediately availablc was lcssencd. but for meats and dairy products it had increased. We therefore started a drive 1n 1941 for more fccd grain and grass which was supports-d by a dccrcusc iii wheat. arrragc encouraged by acrcagc payments "This was very successful through the ro-operaiion of farmers in all parts of Canada. Canada reached its Iiizhest production in beef. bacon and rhcesc." Drive for Cereals . "At the end of the war s drive ways startled among the United Nations lo lessen the production of livestock products and increase the production of cereals for human consumption. This conference under leadership from the Depart- ment of Agriculture pointed out that Canadian farmers had already accomplished more in that direc- tion than any others. On August i. 1943. they had in storage carried entirely at expense lo Western Canadian farmers over 600.000.0110 bushels of wheat. This was dis- trlbuted around the end of the war at the rate of 1.000.000 bushels a. day to those in Britain or else- where who otherwise would have starved. Because it was distributed no one did die of starvation in Britain and Western Europe. Dur- ing this period and While our carryover of wheat was helng distributed Canada's livestock products were sold to Britain in dimisliing quantities under con- tracts adjusted to meet lesser supplies and increased costs from time to time. "At the end of the war a con- tract was entered into with regard to wheat partly for the purpose of placing the marketing policy 1n relation to all farm products of which we have considerable sur- pluses on a similar basis. The basic principle was that of stabiliz- ing farm returns over a period of ycers at. a level high enough to justify setting out objectives which would appeal to farmers and obtain results. _ "This plan was based on the Idea that ‘the market which was fed of necessity by our products during war would be available to us after the war. We have proceeded on that understanding for two years gfter the war. We have reason to hope that this mnrket will continue to be available on a stabilized basis for some years. "in the meantime" it is best to point out that. we are again approaching the time when we may be looking for markets rather than trying u; supply them in at least some products." See Britain Started 0n Road To Recovery been making an advance in economic recovery since the critical days of earl-y fail. Glenn Williams of the Associated Press summarizes the situation in the following dispatch. Britain has IDNDON,’ Dec. 16 - (AP) — increasing evidence that Britain is surely beating back national poverty has brought s new surge of optimism to these islands. Herbert Morrison Deputy Minis- ter. declared in a broadcast speech Saturday night that Britain hes rounded the "recovery corner." "Let's look st the facts and figures and be proud of ourselves as a people." he said. “I am the last to start cheering before the game is won (but) it's not going too badly." The new optimism has spread even to the office of Sir Stafford Cripps, our boss of Britain's economics and finance, where s spokesman said: “Things are on the up and up." The most spectacular bright spot ls 1n coal production. which has risen above safety levels and allowed renewal of exports. Flven the black spots in the Industrial picture — a severe shortage of freight cars. comparatively low textile production and the foregn trade deficit. -_ are brightening s little. The shortage of rail cars. so worn bv hard use during the war that 54.000 of 111cm have-gone out of service 1n the last year, may yet produce a "rrisis“ before spring. particularly lf there should he a long stretrh of severe u-calhev Strong WIII to Work But there Is a strong spirit to work harder. Thousands of volun- lecrs have turned out to unload frr-iqht cars, clearing nearly 50.000 of them last “cock-end f enough to make up for the decline in numbers of cars, This human factor-a resurgence of the wartime will to win ~ ls something that cannot be assessed in production statistics. A spokesman at Sir Staff0rd’s office said that, Britain's planning is based nn an assembtion that the Marshall plan will not be approved bv the United States Congress. "if and when it 1' approved, it will give u: a bounc toward prosperity." he added. "The difficulty is that thing turn against us overseas — th terms of trade are bad." "Bari" terms of trade mean that although British export pro- duction hns been boosted well over 1930 levels. the income from selling it huys a proportionately much smaller volume of lgn-ports because of vastly higher prices that must he paid abroad.
