While it is natural for man to group himself into some form of society in which he seeks to work out his life on earth, nature never intended society to be man's last end. Man can never forget for an instant that he is made not for time but for eternity; not for earth but for heaven. The few years spent in this mortal frame are not as so many steps in the pilgrimage to his true home where he will enjoy the bliss oi Ood‘s sight and friendship in heaven. Hence the proper role of the state is to provide its citizens with an environment in which they can attain a way of life which, by its very nature, leads them to this flnsl end. On the contrary, they prove beyond a shadow of doubt, that when the civil authority in a land refuses to pay due heed to the higher authority of God,when it revolts against the words of Our Lord, who said that all legitimate authority is from above, when it cynically assumes to itself that power, forcing the citizens to make the State their sole and and purpose for existence, that such a state has violated the very foun- dation on which the notion of so- ciety and civil government exists. it has uprooted the very basis of human society. see Buch governments, instead of obtaining the respect and obedi- ence of its citizens through mo- Lives of reverence and obedience to the God in Whose name they administer their power, will be obliged to fall back on force alone to preserve public tranquility and order. Force, however, is very feeble when the support of relig- ion has been taken away. It is more likely to breed slavery than true obedience, and bears within itself the germs of over-increasing troubles. Out of all the above considera- tions, one thing is clear, vis., that religion in general and Christian- ity in particular, constitutes the best security and guarantee for the well-ordered State. Far from being a rival of the civil author- ity, it dwells by its side in perfect harmony, giving to Caesar whsi belongs to Caesar. and to God what belongs to God.
