H i BRITISH REPRESENTATION With all Irelaiid's wrontrs there is one point in regard to which she enjoys more than an equality with the sister KlDIld0lDS- We refer to the matter of her representa- tion in the Imperial Parliament. With a population now less than that of Scot- land she is privileged to elect 103 mem- bers to the House of Commons while Scotland elects but 72 members. In Eng- gland and Wales there is but one member for each 65,700 of the present population; in Scotland one for 62,110 and in Ireland one for 43,253. If the ratio between population and re- presentation in England were made neue- ral throughout the United Kingdom England and Wales would of course have their present number of 495 members, \vhileScotland could have but 68 and Ireland would hardly be entitled to so many as Scotland, making in all a House of 031 members. But is to be observed that in the early days of the union and down nearly to the middle of last century Ireland was under-represented. In 1801 with one third of the population of the United Kingdom she had less than one sixth of the representation. In Canada we have become so accus- tomed to representation in proportion to population that comparatively slight variations from the standard call for a periodical readj ustment after each census. In tl_'_ie Old Country the fact of Ireland or Scotland being under or over represented attracts apparently but little attention. It would we think have been better had our constitution provided that no part of the original representation of a Province should be taken Iaway. As it is Prince Edward Island has already lost one of her original number of six, repre- sentatives of the Commons, and is in some present danger of shortly losing another. We may escape for the time but it will evidently be a pretty narrow escape. THE OTTAWA SESSION. When Parliament assembled on 6th February last the Government majority was thought to be about 45. At the first real test of strength, on Mr. Borden’s amendment to the motion to go into sup- ply the amendment was defeated by a majority of 54. Both Houses were presided over by new Speakers during the session, Mr. Brodeur in the Commons and Hon. Mr. Power in the Senate, both of whom appear to have shown themselves well qualified and impartial. The Opposition had also a new leader in the person of Mr.R. L. Borden of Halifax, and his course during the session appears to have been highly satisfactory to his followers, who have takenastrong liking to him. He has been very cautious, very courteous in debate, and at the same time has evinced watchfulness and ability. The New York Worlk estimates that this year 75,000 persons will be divorced in the United States. The increase in the rate of divorces is alarming. In 1870 only 3§ per cent of the marriages were-dissolved and in 1900 eight per cent ended in the di- vorce Court. 'l`he number of divorces in all other civilized countries taken toget- her do not equal the number in the United States. This condition has become a na- tional peril.
