On inquiry, we believe ‘this was caused by undesirable refuse being dumped there by the {Packing Houses. They have been notified to discontiue that practice As long as the place was frozen. it was noticsble but when . the frost came out and mixed with lthe stagnant water, the odor was ltcrrible. We also noticed that very little i'ill was going to that clump mostly paper and cartons, which have to be burned in order to keep them from blowing around. Truck- rren have been hauling to other places, probably after hours. If this is so, it might be advisable to keep this dumrp open till 9 o'clock, for some time. The Sanitary Officer has been instructed to have more supervision over the dump and see that all go to this one until it is filled which is the only solution to that problem.
