But it is a different thing going into tho administration of a Province with all its problems and difficulties, legal, financial and othomisfi- A man must have training and cvucr- lence to handle these things. A mall also must be familiar, with the con- stitutional procedure. No experienced parliamentarian in any Parliament in the world would make the sug- gestion, made by Premier Lca in his budget speech, that the leader of the Opposition and himself should each appoint a representative who, together with a third. would dccido between thelpartids on political is- sues, including such an impcriant factor as the financial condition of the Province. What would happen if such an unheard of practice were ‘followed to its limit? T118 whole question of the policy and procedure of Parliament would be submitted to the decision of three men with- out any constitutional responsibility whatever, and the Province would be bound by their decisions. The absur- dity of such a proposal coming from the leader of the Government is a sufficient indication of his lack of a sense of responsibility of the ‘p051- tion lie occupies, and accounts in a very large degree for his failure as Premier and principal administrator has come about because of the tar- ifi, but that is not the fact; it has come about in spite of the tariff.“ The decline in farm prices, as the Speech from the Throne in the Pro- vincial Legislature makes plain, is a result of world wide economic condi- tions. It is the task of the Bennett Government tc offset this condition in Canada-a condition accentuated by the latc King GDV9fIllll9I1i.—~\VliLh tariff adjustments calculated to stimulate agriculture and industry by protecting the home market. This the Bennett Government is endeav- oring to do and all but the partisan opponents of the Government will admit that it. is a task well worth while. , Franchise Problems in B. 'C. British Columbia's objections to Doukliobors have been emphasized by the Government's refusal to ad- mit Miss Tolstoy, daughter of the Russian novelist, who proposed to =edit a Doukhobor newspaper. The Provincial Government has made it plain that it is not willing to admit any more of these people. The Leg- islature at its last session passed a bill providing for the removal of the names of Doukhobors from the vot- ers’ lists. They have virtually refused citizenship; they have no desire to become Canadians and efforts to make them Canadians during the past thirty years or more have rnct with little success. It was felt that it would be dangerous to leave the Among the many changes this’. have taken place in this modern world there seems to be a distinct betterment in the matter of carry- ing out a revolution. Time was and not long since when a revolution meant civil war and bloodshed. The other day in Spain an age long monarchy gave place to a republi- can form of government with about, as little national disturbance as was required to transform the King gov- eriiment in Canada to a government 0f the people for the people and by the people. It is true that in some of the revolutions that have recently taken place in S. A. the turn over was not so easily achieved but even these were- an improvement on those of former years, s0 the tunes 61181136 and with them the people. Whether Spain and the ncWiy form- ed administration in S. A. shall live t0 Toilet or to rejoice time alone can tell but it will stand to the credit of Spain at least that her revolu- tioii was accomplished with so little disturbance. Examination of the estimates re. veals that apart from the Interior Department, deprived of the main bulk of its work, there has been practically no interference with the staffs of the Civil Service. Even in the junction of the large with the small intestine causing a slowing up or obstruction at this point is respon- slble for many cases of stomach ulcer. In cases where there has been chronic discomfort in the stom- ach, nausea and vomiting with more or less pain, and where the usual treatment has failed to bring relief, operation has shown not only a. stomach ulcer, but a chronically in- flamed appendix which hindered the passage of material from the small into the large intestine. ‘ I-le suggests therefore that in operating for the stomach ulcer that the condition oi the appendix and the region just about it be examined and any adhesions or other obstruc- tion removed. I believe there is a point here for all of us. Wllen there is a feeling of nausea-a “sickly" feeling-with more or less pain in the stomach, and a. feeling of discomfort in the lower right side of the abdomen, it would be well to think about this “slowness” of movement clown there, and hurry things along. Now you are not anxious for an operation but if you would bend the body sideways, forwards and backwards, with knees straight, you would help to move the material along iii the intestine, and thus get rid of that "sickly" feeling. If you are too old or can't take the Interior Department, where a number of empioyes have been re. largo proportion, and this, with a 151W1y effort to absorb as many as possible of the remainder in the work of census, makes the situation far less serious than it at first ap- peared. 011001. pensions have been given to a. exercise for any reason, daily doses i of the ordinary paraffin oil obtained , from your druggist, should be of help. - A $37,000,000 Cut (Ottawa Journal) Lots of Governments in the past cut, or tried to cut, estimates. Financial loss by insect rav- age to the forest products of the United States has been estimated at a hundred million dollars; and the damage done from this source to field and garden and orchard crops would double this figure. As stated in a pamphlet issued by the pro- vincial Minster of Agriculture at Quebec, the fruit-growers, farmers and forest owners are engaged in a struggle with insect hordes for the possession of the trees and crops. George Maheux tells us that,‘ in the province of Quebec, statistics show, that the ravage cf insects costs the] sum of ten million dollars, anuallyJ We may put this statement alongside the testimony of Charles Reed, who figures that there are five birds to the acre in the state of Massachus- etts and that in this section of the country the insectivorous birds de- vcur upwards of twenty thousand bushels per day. The same observer, giving some extensive statistics con- cerning the insect diet of the birds, estimated that in the Red Rhver Valley, which is about the size of Massachusetts, some twenty carloads of insects are each day destroyed by the feathered friends against which, recklessly and foolishly, the deadly "22" rifle has been aimed. .
