WINDSOR, Sept. 3.-Proilessor Bober, a German professor, who for many years was a successful teacher on the staff of King's College, has on account of his nationality lost his pro- fessorship. He left here on Wednes- dsy with Mrs Bober for the United States. Some years ago when making application for a position on the teach- ing staff of the Naval College at Hali- fax, Professor Bober took out natural- isatlon papers and has since been ranked as a Canadian citizen. When the war broke out he showed in such s decided manner that his sympathies were so strongly in favour of his native country, that he lost the respect and confidence of the people to a great extent. Public feeling was so strong that the college government felt that it would be an injury to the institution to retain his services, although his ability as a teacher his ability was fully recognised. Professor Bober has two sons and one daughter in the United States, where he has gone to reside. The message was sent un- der date of Sept 6th, and is as fol- lows: "Iil placing myself to-day at the _head of the valiant armies, i have in _my heart, Monsieur President; the ,lnost sincere wishes for the greatness ,of Franco and victory for her glorious "army, Nichoias." President Poincare sent the follow- ing response to-day: "I know that Your Majesty in taking command bl your heroic armies intends to conti- nue energetically until final victory in the war which has been imposed _upon the Allied nations. I address Your Majesty in the name of France with my most cordial wishes. Ray- .uiond Poincare." The message of Emperor Nicholas to the President does not make it clear whether Grand Duke Nicholas has been superseded by the Emperor. During the last few weeks there has been severe criticism of the conduct. of the war by Russian authorities. The source of dissatisfaction, however, has been principally the inadequate supply of munitions of war. So far as cable despatches from Russian have shown, there has beep no criticism of the Grand Duke in his connection. One of the first results of the formu- tion of this Association has been the in the intcrnai and oxtcrnul coniiition ol' the schools ot' the city. Those who took the opportunity of visiting the Prince Street School at its opening session this morning cannot but have been impressed by the vast improve- ment which has taken place there during the lust your and especially since the closc of thc session. This is' along the lines oi' medical and sanitary progress of thc Matliicsiu- Government, and they are to hc cou- gratulnted for it. But it is nioro iliiiii that. SUMMARY _ _ -0F_WAR_-___ SITUATION LONDON, Sept. 7.-News that Em- peror Nicholas lius placed himself at ilic licuil of his army which he announ- ced in n telegram to Raymond Poin- carc, Presiilcnt of the French and the visit paid by the French Commander in t`hiei`, Jot'i're_ to italian army, tore- sliaiiow it is believed here, stirring events both in the eastern and west- ern fronts in which the armies of the Allies will co-operate. It is declared thc Russians are already nearly if not iluito holding their own against the Austrians and Gvrinuns whose advance at most points has been br- ought to a stop. Riga remains the danger point but the fact that the Russians continue to occupy the town after the Germans advanced to Dvina, southeast of Riga, loads military writers to thc conclusion that the Russians fcel prctty sure of their ability to defend the River in time to push sul‘i`lciently for westward to re- lievo the pressure on their forces on the shores of the Gulf of Riga. West- ward of Dvinisk und Vilna the Russian offensive has now licid up thc Germans more than a week and to military observers those two towns seem fair- ly safe unless the invaders are able to bring up strong reinforcements. East and southeast of Grodno the Russians have taken up new posit- ions across the River Stchara and its tributaries and the protecting net- work of railways which extends east- ward and northward. To the southeast among the forests and swamps, to the northeastern edge of Pripet marshes a great battle is in progress between the army of Prince Leopold of Bavaria and the troops of the Russian centre. Amid the P-ripet; marshes German l-‘ield Marshal MacKenzen is working for a decisive result. He reports he has taken two Russian positions. Still another battle is being fought for the triangle of fortifications further south of which Rcvuo and Dubno remain in the hands of the Russians. The Austrians and Russians are facing cach other .in Galicia and fighting continues. The stand which thc ltus- sians are making shows iiiui :immuni- tion is ample. Petrograil says the amin- unition shortage of the Russians has been corrected und while production is slow it is incessant and growing in activity. For thirteen successive days the Allies have bombarded German positions in the west only varying the artillery activity by occasional air raids, sapping and mining operations and bomb throwing. In this fighting the Germans are taking part. There is similar activity on the part of the Ausiro-Gi~rliians along i.iie northern frontier of Serbia whcrc the Teutons :irc Strengtiiening their position pre- paratory to a new offensive move- mcllt. i`ll E \V IC/\'l_`ll ICR, 'l‘ E M VERA TURE, TIDE.
