The Times publishes a draft of the Seot- tish Land Bill, prepared by the Seottish Chamber of Agricuiture, which provides for the adjustment of rents by arbitration, * re-valuation of farms, and for power in the tenant to sell his holding. The Times says it is one of the mest far reaching measures on the land question ever sub- mitted to Parliament, It makes the strict- est provision relative to compensation for improvement. Paris, Sept. 29. At the sitting of the electric congress a question was raised in regard to the rights of property in submarine cables. At pre- sent no government has jurisdiction beyond fhree miles from the coast and the eutting is not a criminal offence.
